Description
The Marine Corps Systems Command (MCSC), Quantico, VA has a requirement for Escalation of Force (EoF) Capabilities Development and Assessment services. This is a presolicitation notice only; no proposals are being requested at this time nor are any draft documents available for review. MCSC plans to award one (1) Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a firm-fixed price basis with a base year and two (2) one-year option periods for ordering. The NAICS code is 541330 - Engineering Services, with a size standard of $35M. Work will be performed in the Quantico, VA local area. Award will be made to the responsible offeror whose offer represents the best value to the Government, considering price and other factors. Any responsible source may submit a proposal which shall be considered by the agency. It is anticipated that this procurement will be a 100% small-business set-aside. Evaluation factors will be set forth in the Request for Proposals (RFP). The Marine Corps Systems Command, Acquisition Center for Support Services (ACSS) will be holding an Industry Day on 24 September 2012, from 1300 to 1500 for businesses interested in responding to the upcoming solicitation. The Industry Day will be held at the Gray Research Center, 2040 Broadway Street, Quantico, VA, 22134 in room 164. The Government will not pay for any effort expended in responding to this notice. The purpose of this Industry Day is to exchange information with industry for the upcoming solicitation. Time will be set aside during the Industry Day for an open question and answer session. All questions and responses will be published via www.fbo.gov for public viewing after completion of this event. No one-on-one discussions will be scheduled. It is anticipated that the RFP will be issued on or about 1 October 2012 via the Seaport-e portal. No hard copy of this RFP will be available. Prospective offerors must have a valid Seaport MAC to submit a proposal for this effort. Offerors are instructed to hold all questions until the RFP has been issued. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA THE CONTRACTING OFFICE. PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITH THE SOURCE SELECTION TEAM. In order to be eligible for award, interested parties must be registered in to the Central Contractor Database (CCR). As the room size is restricted to 100 people, attendance is limited to three (3) individuals per company. The Government requests that attendance be minimized to essential personnel to allow for greater participation by all interested parties. Registration is required for attendance and will be on a first come-first-served basis. Once maximum capacity is reached, no further companies will be allowed to attend.
