Description
This sources sought announcement is for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. Yellow-billed cuckoo (YBCU) populations in the western United States have declined dramatically over the last 100 years (Gaines and Laymon 1984). Of the 8,100 total acres, the Habitat Conservation Plan (HCP) requires the Bureau of Reclamation (Reclamation), as the implementing agency, to restore 5,940 acres of cottonwood-willow habitat, including 4,050 acres specifically for YBCU. The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) implementation began in Fiscal Year 2006 in order to "minimize and fully mitigate adverse effects of covered activities and LCR implementation on the YBCU and reduce the likelihood of future Federal listing of the species". The LCR MSCP has a requirement for monitoring to determine presence/absence of YBCU in suitable riparian habitat on the Lower Colorado River; determine and measure appropriate population parameters of breeding YBCI on the Lower Colorado River than can be used to assess habitat quality; determine and measure habitat characteristics selected by YBCU in restoration sites. There is also a requirement to assist Reclamation in developing a database and associated documents/products for data associated with YBCU. The anticipated period of performance for this work is a base period of one year from the date of award followed by three one year option periods. Responsible sources are welcome to submit a capability statement on or before 12:00 PM on October 2, 2012. Submittals will be reviewed and considered by Reclamation during the solicitation planning process. Your package should include the following information: 1. Capability statement - showing recent experience doing this riparian monitoring in desert terrian or work similar in scope and complexity. 2. Provide your business name, address, point of contact, phone number and email address. 3. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Small Business or Large Business. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification (NAIC) being considered for this project, which is 541620 - Environmental Consulting Services and the Small Business Size Standard is $14 Million.
