1. This is a sources sought synopsis and market research activity initiated by Navy Radon Assessment and Mitigation Program (NAVRAMP), Radon Mitigation system at Building 852, Kadena Air Base, Commander Fleet Activities, Okinawa (CFAO), Japan. Naval Facility Engineering Command, Far East (NAVFAC FE), FEAD Okinawa is conducting market research to determine sources for NAVRAMP radon mitigation system on the Government agencies and commercial company. NAVFAC FE, FEAD Okinawa need to have radon mitigation under NAVRAMP to reduce the level of radon at Bldg.# 852 (Navy Calibrations Building) at Kadena Air Base, Okinawa, Japan Building 852--Calibration Laboratory, Kadena Air Base was identified as having elevated indoor radon levels in 2005 by the Department of Energy (DOE). Chapter 30 ”Radon Mitigation and Assessment of OPNAVINST 5090.1C ”Navy Environmental and Natural Resources Program Manual dated 30 October 2007, requires that all Navy installations implement the Navy Radon Assessment and Mitigation Program (NAVRAMP) worldwide to test and reduce any elevated indoor radon levels found in Naval facilities. As required in OPNAVINST 5090.1C, the facility requires radon mitigation to reduce indoor radon levels to below the Environment Protection Agency (EPA) and NAVRAMP action level of 4 picocuries per liter (pCi/L). It was determined to implement a phased approach to reach the required objective of mitigating subject facility of high levels of radon. Due to the nature of the facility, determining a mitigation solution for the calibration laboratory is complex in order to reduce radon levels and not cause degradation to mission requirements of the laboratory (i.e. strict temperature and humidity requirements). In 2010, the DOE performed initial testing/analysis, diagnostics and partial mitigation under MIPR N6588811MP60767. As a result, DOE has already provided a study report and developed a mitigation solution for Building 852, Kadena Air Base. The full requirement is to implement a design build of radon mitigation systems in Building 852, Kadena Air Base Okinawa, Japan, and to reduce indoor radon levels to below the EPA and NAVRAMP action level of 4 pCi/L while meeting mission essential requirements (e.g. temperature and humidity requirements) for the building and specialized laboratory equipments within the building. The work includes the following: Conduct radon testing throughout the mitigation process (prior, during, and post) and reporting of results. Radon testing requires sampling, analysis and evaluation in accordance with NAVRAMP protocols. Design and install radon mitigation systems in accordance with the NAVRAMP as specified in OPNAVINST 5090.1C, Chapter 30. Prepare NAVRAMP Implementation Report for the Government. Support and provide materials for radon education, risk communication and risk management efforts necessary for the successful implementation of mitigation systems. Develop a Site Specific Safety and Health Plan specific to this project. All work and plans will be developed in accordance with NAVRAMP protocols. The responses from this synopsis will help FEAD Okinawa determine commercial provider capabilities in order to further define Government requirements and formulate an acquisition strategy. 3. Contractors that consider themselves capable of providing all of the requirements associated with the draft Performance Work Statement (PWS) [Attached], are requested to submit a Statement of Capabilities. For this market research assessment, capable contractor teams are ones that can successfully accomplish all tasks as defined in the PWS and not a subset thereof. The Statement of Capabilities should provide a demonstrated understanding of this type of work, a summary of how the contractor would accomplish the efforts, insight into the established teaming relationships, and a description of the team's past performance of successfully accomplishing this type of work. II. III. Declarations 1. NAVFAC Far East, FEAD Okinawa does not intend to award a contract on the basis of this source sought synopsis or otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Navy for any purpose. 2. Any information submitted by respondents to this sources sought is voluntary and will be used only for the purpose of conducting market research. 3. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. 4. This is a Sources Sought Synopsis only. No solicitation is available at this time. If the Government decides to pursue a contract for this or a related effort, a solicitation will be posted on Asian NECO.
