- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source Contract to TDi Technologies, 1600 10th Street, Plano, TX 75074 for continuing ConsoleWorks Licenses and maintenance to include Virtual Machine Connection Licenses and upgrades for 8 existing Composite Health Care System (CHCS) Military Treat Facilities, which provides secure remote access to the consoles of servers, disk subsystems, network equipment and any other device with a serial console port or network console connection. Support people access the ConsoleWorks server via a web browser using HTTPS and can access CHCS servers and disk subsystem even if CHCS servers are down providing an outside In approach to management. ConsoleWorks operates agent less actively scanning the output of the consoles for events that require action providing notification so that corrective action can be taken as soon as an event happens. ConsoleWorks can be used to page support people for critical error to provide quick response to an event may prevent them from becoming critical. ConsoleWorks logs the activity of consoles not only output from console, but data entered by people. These logs provide away to capture and document standardized responses to events. This requirement will be set aside to a small business per FAR 6.203 for an item peculiar to one manufacturer as a Brand Name Item per FAR 6.302-1. Software values will be of highest professional quality and leverage assets from TDi as most appropriate. ConsoleWorks logically operates separately from the operating system therefore if the CHCS server is in local mode or its components are down it is able to actively scan the output of the console for events that require action so notification and corrective action can be taken as soon as an event happens reducing the number of events that cause unscheduled downtimes. Non-critical events that could become critical can be noticed and corrected before they cause downtimes. ConsoleWorks is accredited within the current CHCS ATO. Upgrading the ConsoleWorks software will close ten (10) Joint Medical Information Systems (JMIS) Information Assurance (IA) findings. Currently there are no logs kept of activities performed on CHCS servers, ConsoleWorks is capable of logging the output of the consoles as well as the data entered by individuals which will assist in achieving compliance with respect to regulations regarding tracking changes to the system. The console log can be annotated and several consoles logs can be aggregated and viewed as a single timeline to better track what is going on at the same time. This notice is not a request for competitive offers/quotes/proposals. Any firm that believes it can provide the stated capability must submit a written notification with supporting evidence in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to the Contracting Specialist at USAMRAA, Attention: Marvin Bethel (MCMR-AAA-P), 820 Chandler St., Frederick, MD 21702-5014 or marvin.bethel@amedd.army.mil by September 22, 2012, 1:00 PM EST ten (10) calendar days after public of this notice IN ORDER TO BE CONSIDERED. Information received will be considered solely for the purposes of determering whether to conduct a competitive procurement. The NAICS code is 541511. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with a sole source contract to TDi Technologies. No telephone requests will be accepted. Contractors must be registered with the System for Award Management (SAM) database (https://www.sam.gov/portal/public/SAM/) at time of award is issued and throughout the term of the contract.
