Description
Naval Criminal Investigative Services (NCIS) intends to award a Firm Fixed Price, Sole Source purchase order for the NCIS for maintenance service support on the NCIS OpenFox MESSENGER server(s) (NOMS) for NCIS Technical Services Division (TSD) from COMPUTER PROJECT OF ILLINOIS, INC (CPI); 2232 NEWORT DRIVE, NAPERVILLE, IL 60565. The agency ™s requirement is to renew the maintenance service support on the NCIS OpenFox MESSENGER server(s) (NOMS) for the NCIS Office located in Russell Knows Building, 27130 Telegraph Rd, Quantico, VA 22134. The rationale is that COMPUTER PROJECT OF ILLINOIS, INC provides the existing maintenance service support on the NCIS OpenFox MESSENGER server(s) (NOMS) held by the Naval Criminal Investigative Service (NCIS) Headquarters. No known vendors, other than the Computer Projects of Illinois (CPI) Inc. can provide maintenance service support for the NOMS hardware, operating, software and applications. The placement of a firm, fixed price contract is anticipated. The proposed acquisition renews maintenance support services of hardware, operating system and law enforcement messaging switching service software-applications that were previously purchased. The period of performance is 12/1/2012 thru 11/30/2013. This requirement will be Brand Name NCIS has made a significant investment in the NCISHQ OpenFox Desktop MESSENGER server provides law enforcement message switching of NCIS unclassified Standard-System-Document (SSD) message traffic, National Crime Information Center-2000 (NCIC-2000) data transactions and National Law Enforcement Telecommunications System (NLETS) data queries and message traffic for NCISHQ, NCIC field offices, Bureau of Naval Personnel Navy Absentee Collection and Information Center (NACIC) and Marine Corps law enforcement (to include the Marine Corps Absentee Collection Center (MCACC) Users. The NCISHQ OpenFox Desktop MESSENGER servers function as an NCIS SSD messaging switching host computer; NCIC-2000 and NLETS Control Terminal Agency (CTA). The CPI Inc. NCIS-modified OpenFox Desktop MESSENGER law enforcement message switching system is the only known, automated message switching system which switches NCIS unclas SSD via email to NCIS Users, forwards copies of NCIS unclas SSD message traffic to the NCIS Unclas Knowledgeware (Unclas K-NET), NCIS Case Information System (CIS), NCIS Case Management System (CMS); interfaces NCIS Users to the NCIC-2000 system of 18 databases; provides access for NCIS Users via the NLETS interface to various federal and state databases and the civil law enforcement community. NCIS has a relatively small IT support staff. The three NCIS IT server-system administrator(s) of the law enforcement message switching system-server, while trained and qualified in the normal operations of the NCIS specialized CPI Inc. OpenFox MESSENGER product, is far less able to support critical hardware replacement, major UNIX operating system changes or applications-37 OpenFox modules. This requirement is for all aspects of the NOMS that were previously purchased. CPI Inc. would provide continued updates and upgrades to the existing software and must be procured on a brand name basis because CPI Inc. is the publisher (OEM) of the applications software. As the developer of the software and the owner of the source code, CPI Inc. is the only vendor that can provide the critical software functionality support and improvements/fixes to the software through new releases and versions. Therefore, CPI Inc. is the only OpenFox software publisher that can provide the required software maintenance for this requirement for which the Government intends to solicit only one source.
