Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport has a requirement for technical services to support the design, development and testing of software for submarine imaging systems for SSN21, SSN688, SSGN and Virginia Class submarines. Services shall include review, participation and monitoring of software development throughout the effort up to installation of each new Tech Insertion/Advanced Processor Build (TI/APB) software baseline on a submarine platform. Offerors must be familiar with and understand the software repository layout and code base for the APB-09 and APB-11 baselines. Services shall be performed at the Lockheed Martin facility in Manassas, VA. Services were previously performed by Progeny Systems Corporation under contract N00024-09-C-6207. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. The resultant contract will be awarded on an unrestricted basis. NAICS Code 541511, size standard $25 Million. A Firm Fixed Price (FFP) completion type contract is anticipated. Period of Performance will be 27 weeks. A DD254 will be included with the RFP requiring personnel assessing classified information in performance of this contract to possess a Secret Security Clearance. Evaluation will be based on Best Value methodology. A detailed Statement of Work, Best Value evaluation factors and other applicable documents will be released upon issue of RFP N66604-12-R-3582, which is anticipated to be on or about 3 October 2012. Contractors must be registered in the System for Award Management (SAM) database prior to submitting an invoice and through final payment of any contract resulting from Solicitation N66604-12-R-3582.
