- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. This is a combined synopsis/solicitation for Salient Systems VMS and Software House C-Cure products at the remaining projects plus Lookout Point Dam so that all projects will function together with full integration. The combination of Software House C-cure and Salient Systems VMS are the only products that will interface with the existing system to meet the requirements. The description of requirements for the items to be acquired is included in the attached documents and shall be part of the award. This requirement has been set aside 100 percent for small businesses concerns with the associated North American Industry Classification system (NAICS) code is 561621 and the business size standard is $12.5 million. The Government intends to award without discussions a firm fixed price requirements contract to the offeror who is technically acceptable and has the lowest price. Description of Requirements: The description of requirements for the items to be acquired is included in the additional documents along with the Price Schedule. Instructions: For a quote to be considered responsive, Offeror must submit the following electronically to amy.a.wong@usace.army.mil by the due date of September 25, 2012 at 2pm local time: 1. A completed bid schedule (PRICE SCHEDULE Page 1 and 2) 2. Responses to FAR Clause 52.212-3 Offeror Representations and Certifications (ORCA) - Commercial Items. NOTE: The System for Award Management (SAM) is the official federal, free online registrant database. SAM replaces Central Contractor Registration (CCR) and ORCA. If you have been using those systems, you should now go to www.sam.gov to find and update your information. 3. In your email, you must acknowledge you have completed your registration in SAM along with your completed bid schedule attached. Be sure to include your CAGE and DUNS number, contact name and phone number in your email. Your quote must be received by the closing date local time September 25, 2012 at 2pm. Registration in the www.sam.gov is mandatory. IF you are not registered, then your quote would be considered nonresponsive. You are encouraged to confirm electronic receipt of your quote by calling Ms. Wong at 503-808-4608. Late quotes will be rejected. Contract Clauses: The following FEDERAL ACQUISITION REGULATIONS (FAR) clauses apply to this combined synopsis/solicitation. The FAR in full text can be found on https://www.acquisition.gov/FAR/ FAR 52.212.1, Instructions to Offerors- Commercial does apply to this acquisition with no addenda to the provision. In accordance with FAR 52.212-1, you must be active in the Central Contractor Registration (CCR) in the www.sam.gov database prior to award. Far 52.212-2, Evaluation- Commercial items, does apply to this acquisition. The award shall be based upon the quote that is technically acceptable and has the lowest price. FAR 52.212-3, Offerors must complete and submit Offeror Representation and Certifications- Commercial Items with their offer or acknowledge that the ORCA online is completed in www.sam.gov. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition.
