Description

The NAVSUP Fleet Logistics Center San Diego (FLCSD) Contracting Office intends to award a firm-fixed price (FFP) contract to Tescan USA, Inc., 508 Thomson Park Drive, Cranberry Township, Pennsylvania 16066. This contract is for services, material, and equipment related to a TESCAN VEGA-3 XMU Scanning (variable pressure) Electron Microscope (and all related ancillary components including but not limited to hardware and software) located in the Material Engineering Laboratory, Building 469, Room 232 at the Fleet Readiness Center Southwest (FRCSW) (DLA North Island). These services, material, and equipment are identified by PEMA number 65888046998. These services, material, and equipment are intended to provide unlimited emergency repairs as required along with (2) preventative maintenance visits per year (with labor, travel, and replacement parts included). These services, material, and equipment are for a base year from 1 October 2012 to 30 September 2013 plus two (2) option years (from 1 October 2013 to 30 September 2014 and 1 October 2014 to 30 September 2015, respectively). The reason why the above-named source has been determined to be the only service provider who can furnish the requirement to the exclusion of other sources is that the vendor/contractor is the original equipment manufacturer (OEM) and only known source that can provide factory trained/certified service engineers that have full knowledge of the equipment able to perform all work in compliance with the OEM and has OEM spare parts immediately available for any and all necessary repairs. These qualifications directly correlate to the least down time between repairs of this equipment ensuring it is kept operationally ready as required. The TESCAN variable pressure electron microscope is the only one of its kind at FRCSW (DLA North Island) and is kept energized (operational ready) continuously. Its operation and function are mission-essential during the support of engineering investigations and industrial operations. Every moment that this equipment is non-operational due to a malfunction or needed repair, a work stoppage is experienced. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. The applicable CAGE code is 0FX68 and DUNS code is 189489990. The NAICS code is 334516 and the applicable business size is 500 employees. This procurement action is a sole source. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Interested parties shall submit information that indicates their ability to satisfy this requirement. Responses are due by 21 September 2012, 04:00 PM Pacific Standard Time (PST), via e-mail to the assigned Contract Specialist, Adrian A. Porras, who may be reached through e-mail at Adrian.Porras@navy.mil. No telephone requests will be entertained. Responses must include company name, address, POC name, telephone number, fax number, county, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. If no responses are received, NAVSUP FLCSD will proceed with the sole source award as prescribed above.
