- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-61 Effective 13 Sep 2012 and Defense Federal Acquisition Regulation Supplement (DFARS), current to DPN 20120906 (Effective 06 Sep 2012) Edition. This solicitation is being issued as a Request for Quotation (RFQ) under Solicitation Number W9124R-12-T-1065. The solicitation is issued as a 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code is 334310 with a size standard of 750 employees. All prospective bidders must be actively registered in the System for Award Management (SAM). Offerors may register online at https://www.sam.gov/portal/public/SAM/. Competition is for a Firm Fixed Price (FFP) contract. It is anticipated that payment will be made by Defense Finance and Accounting Service (DFAS) through Wide Area Workflow (WAWF). Quotes are being solicited on a brand name only basis. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Quote must be provided for all Contract Line Item Numbers (CLINs); no partial quotes will be accepted. The Brand Name item being solicited is Haivision High Definition (HD) Video System manufactured by Haivision Network Video, 13975 Polo Trail Drive, Lake Forest, IL 60045. The Cold Regions Test Center (CRTC) requires an HD video system that received Joint Interoperability Test Command (JITC) certification to ensure the system complies with Department of Defense (DoD) standards that are applicable to every DoD Command, Control, Communications, Computers and Intelligence (C4I) system and Automated Information System (AIS) for encoding Full Motion Video (FMV), especially for Intelligence, Surveillance, and Reconnaissance applications. This certification ensures end-to-end interoperability with other FMV processing and management systems throughout DoD. The Haivision Makito SDI encoder system received JTIC certification in April 2012 with an expiration date of April 2014 which ensures that the system meets the joint interoperability requirements and that the system conforms to applicable interoperability standards and can effectively exchange all required information with all other required systems. This requirement is to provide a turnkey solution Haivision HD Video System to be able to capture HD video of test items, targets, and ranges at remote test sites. The system will provide the capability to view tests in real time from any location and will provide video-on-demand playback capabilities. The system will also provide additional storage capabilities while the video is being analyzed/processed during testing. The solution shall provide all the necessary equipment required for operation, applicable maintenance agreements, and warranties. All quotes shall include transportation costs to Ft.
