Description
The Washington DC, VA Medical Center (DC VAMC) has a requirement to provide enhanced caregiver training resources for family caregivers through Respite Care, Companion Care, Respite-Skilled Care, Family Respite Care away from home, Caregiver Career Coaching (earning money in their current situation), Activities and Events for National Caregiver Month, Integrated Medicine for Caregivers, Mindfulness training, Behavioral health modification training, Training on way to manage caregiver burn-out, Nutrition training (healthy lifestyle with a busy lifestyle), and Support for the children of caregivers such as workshops and seminars on ways to assist the children to understand better. The contractor shall provide all labor, materials, and equipment, necessary to provide the services required in the SOW below. This is a sources sought for the DC VAMC to determine the availability of potential sources (and their size classification relative to NAICS 621999 or any NAICS associated with having the skills and capabilities necessary to provide services in accordance with the attached SOW. All interested vendors are invited to provide information to contribute to this market survey/sources sought including, commercial market information. This is not a solicitation announcement. No award will be made from this sources sought. Requested information should be submitted by email to matthew.hamilton@va.gov by 3:00pm EST September 19, 2012. Provide only the requested information below. REQUESTED INFORMATION STATEMENT OF CABABILITY: Submit a brief [five (5) pages or less] capability statement explaining your capability to perform ambulance and wheelchair services for the VAMHCS. Include past experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. Please specify your maximum capacity (maximum number of ambulance vehicles and wheelchair vehicles) and your availability to start. Please indicate the distance of your facility from the Baltimore VA Medical Center, 10 North Greene Street, Baltimore, MD 21201. Enhanced Caregiver Training Resources for Family Caregivers Statement of Work Providing enhanced caregiver training resources for family caregivers through Respite Care, Companion Care, Respite-Skilled Care, Family Respite Care away from home, Caregiver Career Coaching (earning money in their current situation), Activities and Events for National Caregiver Month, Integrated Medicine for Caregivers, Mindfulness training, Behavioral health modification training, Training on way to manage caregiver burn-out, Nutrition training (healthy lifestyle with a busy lifestyle), and Support for the children of caregivers such as workshops and seminars on ways to assist the children to understand better. Location: 50 Irving St. NW Washington, DC 20422 History Family caregivers play an essential role in caring for Veterans who are homebound, either as a result of a serious physical injury or mental illness incurred through military combat, or another serious illness which requires care in the home. Clinical simulation training modules have been previously developed using commercially available software, have proven effective in training caregivers, and represent a low cost, high impact opportunity to improve the home care provided to Veterans Home caregivers typically receive some training at discharge or by a nurse during a home visit, however, once in the home alone, the caregiver has limited access to support in performing the task independently. The VA, with the support of Congress, has been making significant progress in strengthening support services to family caregivers. Objective The objective of this statement of work is for family caregivers to have the opportunity to engage in practical, interactive, hands-on demonstrations of basic clinical procedures and competencies learned earlier. They will be able to practice these basic clinical procedures and skills in a safe environment, using realistic, practical, scenarios, so that they have the confidence to administer care to their Veteran. This simulation will provide a safe and consequence-free environment to practice these skills using simulated patient scenarios. This statement of work proposes to use CliniSpace Virtual Worlds software and a series of previously-developed basic clinical procedures (scenarios) to immerse caregivers in an authentic, three-dimensional, virtual scenario that replicates the patient and the clinical procedure being performed. The four training areas for development under this Statement of Work will include: "A formal instruction in the procedure. "Watch a demonstration of the procedure. "Practice the procedure using a realistic scenario. "Develop confidence and skills in performing the procedure. Training will allow for review and evaluation by the caregiver to test their knowledge after completion of simulations and determine the need for further training and practice Note: Caregivers are allowed to repeat / re-do situations to improve performance based on virtual feedback until they have developed the confidence to administer care to the Veteran. Scope The contractor shall furnish all necessary personnel, materials, equipment and supplies, not otherwise provided by the Government, to perform the work required as set forth herein. Travel reimbursements for meeting participants and meeting facilities will be provided by the government. Performance on this Statement of Work (SOW) will be monitored by DC VAMC to ensure satisfactory performance. It is expected that the contractor will communicate and meet with the government COTR as necessary, including a kick-off meeting within one week of contract award, to ensure an effective planning process. Type of Contract The contract shall be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with both firm fixed price task orders (tasks 1, and 2) and time and material task orders (task 3). This allows for flexibility and responsive performance to meet the rapidly changing and demanding requirements of the DC VAMC. Contractor requirements include: (1) Service-Disabled Veteran-Owned Small Business (SDVOSB); (2) contractor to have staff within five miles of the DC VAMC to allow for frequent meetings and onsite support during the period of performance; (3) contractor with significant experience and past performance with the VA Central Office, Veterans Integrated Service Network (VISN) offices, and leadership at the VAMC level; (4) contractor with extensive corporate and management team experience with planning, developing content, and providing logistical support for VA advisory committee meetings, seminars, and educational symposia; (5) contractor with experience developing programs in collaboration with the VA Employee Education System (EES); and (6) expertise, access, and ability to apply medical algorithms related to patent application 2009/0132460A1. Performance Period of performance shall be within 30 days of obligation. Meetings, seminars, and presentations to stakeholders will take place. Sign up team will be established within 60days. Note: Existing course training and workshop content will consist of "PowerPoint Files "Word Files "Excel Files "Illustration and Photo Files Place of Performance The work will be performed at the DC VAMC and in the homes of the caregivers. Statement of Work-Training/Meeting Management This is a time and materials task. The contractor will develop an annualized training and meeting management program that identifies a number of events each year, estimated to be from four (4) to five (5) training or meeting events per year, utilizing a variety of formats and structures, as determined by the Contracting Officer Technical Representative. A.Pre-Meeting Planning - The contractor shall: "Arrange and schedule dates depending upon the overall availability of meeting participants. This may involve identifying and checking the calendars of staff, participants and invited speakers, and coordinating the dates and times with the government staff lead. "The contractor shall reserve appropriate meeting space and lodging to meet the requirements for each meeting. The contractor is expected to become familiar with the meeting sites and their respective servicing offices. The contractor shall also consider (a) the adequacy in terms of number, size, lighting; audio-visual facilities, internet access, phone connections, ventilation, and location of meeting, breakout, and sleeping rooms available on desired dates; and (b) that Federal requirements for accessibility to disabled participants are met. Facility expenses may be approved on a time and materials basis. "Coordinate the provision of all necessary equipment and supplies that may be required for each conference, or meeting, including voice amplification systems, blackboards and chalk, pointers, projectors, screens, easel and boards for posters, all necessary multimedia equipment (i.e., laptops and projectors - AV equipment, etc.), as well as backup equipment, and conference supplies, such as name tags or other identifiers, note pads and pencils, water pitchers and cups, etc. Supplies may be provided by the government facility or provided by the contractor, as appropriate. "As required, coordinate the set-up and testing of all necessary multimedia computer equipment prior to each meeting. "Prepare participant lists, mail invitation letters to participants after verifying proper titles, affiliations, and addresses, and track replies. Prepare nametags for all participants. "Prepare, reproduce, and distribute to all participants, prior to or at the meeting, all necessary materials, including agendas, itineraries, appropriate travel guide information, visual aids, and all other background materials, as approved by the government staff lead. "Plan and manage for meals and refreshments in connection with any of the meetings. Reimbursement for meals and refreshments may be included on a time and materials basis. "Arrange lodging/accommodations and schedule travel in coordination with the government travel service contractor for all participants designated by the government staff lead. Approved and eligible meeting participants will receive reimbursement in accordance with the applicable travel regulations. Travel reimbursement may be included on a time and materials basis. "Arrange for round-trip economy airfare tickets from the travelers' residences or home institutions to the meeting locale; if traveling by automobile, mileage reimbursement based on official U.S. Government highway mileage guides. Travel reimbursement may be included on a time and materials basis. "Prepare and distribute to presenters, for meetings requiring presentations by participants a schedule and instructions for preparing and submitting presentations, and reports. The contractor shall coordinate and confirm receipt of these materials prior to meeting. "Prepare, reproduce and distribute to the participants, prior to meetings, necessary advance materials to include: Meeting announcement flyers and brochures, letters of invitation, agenda, itineraries; travel guide information, including directions and maps from local airports and points of interest, subway information, parking, taxi fares and limousine service; hotel reservation information, including addresses, telephone numbers and rates for suggested hotels, information on availability of and procedures to obtain preferred rates; briefing materials, pamphlets, and other background materials provided by the government staff lead. "The contractor shall draft the letter of invitation and agenda and provide all other related materials. All draft materials shall require approval by the government staff lead prior to distribution. The contractor shall confirm receipt of materials by attendees prior to meeting. B.Meeting Planning - The contractor shall: "Provide staff for an information desk throughout the entire meeting to register participants, distribute registration and background materials, name tags and programs, answer travel questions, take messages, provide clerical support, handle problems, and assist with all administrative details before, during, and after the meeting. "Provide, as requested by the government staff lead, a meeting room coordinator who will attend meetings and provide meeting support services to include: Set-up of tables, name cards, arrangements of visual aids; provision of pencils, pens, writing pads; ensure availability of grease pens, markers, chalk, flip charts, blackboards, pointers, etc.; scheduled coffee breaks; and operation of laptops and other audiovisual equipment. Such equipment may be provided by the conference facility or local vendors but backup equipment must be available should primary equipment malfunction. C.Post Meeting/Conference Coordination - The contractor shall: "Prepare all necessary paperwork associated with meeting participant reimbursement procedures, and/or develop reimbursement procedures for use by meeting participants. "Prepare and distribute to participants all post-conference publications, materials, and thank you letters to speakers/participants. "Prepare a post-program report for submission to the government staff lead. The meeting reports will capture relevant takeaways and action items. The contractor will determine with the government lead appropriate topics to be covered in the training and meeting management program.
