- Limited Sources J&A This modification action will extend the current Blanket Purchase Agreement (BPA) for GSA's Enterprise Supply Chain Solutions branch 4th Party Logistics (4PL) Enterprise Supply Chain Management (ESCM) to support Red River Army Depot that is due to expire on 9/21/2012. The BPA modification serves as a bridge/interim agreement issued to incumbent contractor, W.W. Grainger. The bridge modification consists of a three-month extension, from 9/22/2012 through 12/21/2012. The bridge modification is required for only an interim period, pending issuance of the GSA competitively solicited, 5-year follow-on multiple-award BPAs, currently being solicited under Request For Quotations No. ESCM-RFQ-1102012. This BPA modification was issued pursuant to FAR 8.405-6, Limited Sources. The justification (attached) is based on the authority of FAR 8.405-6 (a)(1)(i)(C), "In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures."
