- Or equal salient features/requirements The will be a brand name or equal procurement. PURCHASE DESCRIPTION / SPECIFICATION FOR HYDRAULIC TEST STAND C-1.0 SCOPE. This specification describes the minimum requirements for the turn-key purchase, installation, and acceptance testing of a hydraulic test stand for the 551CMMXS Boom Shop in building 9001 at Tinker AFB. This specification also includes the requirements for technical manuals and personnel training for the operation and maintenance of the press. C-2.0 APPLICABLE DOCUMENTS C-2.1 Government Documents. T.O. 6A3-4-2 Chapter 8 Component Testing, and Chapter 9, Boom Testing C-2.1.1 Specifications and Standards. The following specifications and standards form a part of this purchase description to the extent specified herein. SPECIFICATIONS - MILITARY DOD-STD-100E - Engineering Drawing Practices, 30 Sep 91 MIL-STD-130 - Identification Marking of U.S. Military Property, 11 Oct 88 MIL-P-15024E - Plates, Tags, and Bands for Identification of Equipment 29 Jan 93 C-2.1.2 Other Government Documents and Publications. The following other Government documents and publications form a part of this purchase description to the extent specified herein. U.S. DEPARTMENT OF LABOR 29 CFR 1910 - Occupational Safety and Health Standard (OSHA) 1990 (Application for copies should be addressed to the Superintendent of Documents, Government Printing Office, Washington, DC 20402). C-2.2 Other Publications. The following documents form a part of this purchase description to the extent specified herein. AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI) NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) ANSI/NFPA - 70 - National Electric Code, 1997 Edition NFPA - 79 - Electrical Standards for Industrial Machinery, 1997 Edition (Application for copies should be addressed to the National Fire Protection Association, Batterymarch Park, Quincy, MA 02269.) C-2.3 Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. C-3.0 REQUIREMENTS. C-3.0.1 Design. The test stand shall be new and unused current manufacturer's model, modified as necessary to adhere to dimensions and capabilities specified herein. The equipment shall be complete so that when connected to the utilities identified herein, it can be used for any function for which it was originally designed and constructed. The contractor shall furnish documentation, including dates and locations of installation, showing successful acceptance of the test stand model. C-3.0.2 Utilities Installation. The contractor shall furnish all personnel, equipment and materials necessary to connect the machine to TAFB provided utilities. The government will provide electric (480V/3Ph/60Hz, 60A max.), air (90 psi), and chilled water (70 F, 30 GPM max) utilities within twenty (20) feet of final connection points. The contractor shall provide two sets of installation drawings, including electric, air, and chilled water requirements 30 days ARO to enable government lead time of roughed-in utilities. Equipment grounding requirements should be indicated on drawings and the installation of such grounding requirement shall be the responsibility of the contractor. C-3.0.3 Documentation. The contractor shall provide two (2) sets of the following documentation in the English language: Operators' manual - The operators manual shall provide instructions for safely powering on and off the test stand, and for execution of the Fuel Dump Mechanism Assembly Test (8.3), Ruddevator Boost Assembly Tests (8.5.1 through 8.5.5), Hydraulic System Test (9.3.1), and Ruddevator Quadrant Assembly Test (9.3.2). Maintenance manual - The maintenance manual shall include instructions for executing all required maintenance. It shall also include troubleshooting procedures, parts lists, configuration drawings, and electrical schematics. Calibration manual - The calibration manual shall include a certificate of calibration for all dial gages, flow meters, digital displays, and other instruments used to provide measurements in accordance with T.O. 6A3-4-2. It shall also provide data sheets stating the capabilities (accuracy, capacity, etc) for each instrument. The manual shall also include instructions for periodic calibration of all supplied instruments. One (1) set of subject documentation shall be furnished to the government representative fifteen (15) days prior to shipment of the machine and the other documentation set shipped with the machine. C-3.1 Capabilities. The test stand shall be capable of producing 5000 psig pressure with a flow rate of 10 gallons/minute. The test stand shall have minimum return pressure capability of 600 psig. All hydraulic fluid delivered to the unit under test shall pass through a 3 micron filter. The test stand and components shall be designed to utilize MIL-PRF-87257B Hydraulic Fluid. C-3.1.1 Drain Basin. The test stand shall include a drain basin under the hose connections. The basin shall be at least 18" wide, but not more than 20". The drain basin shall feed to a waste tank with capacity of 15 - 30 gallons. C-3.1.2 Measuring and indicating devices. All measuring and indicating devices shall be approved by the Precision Measurement Equipment Laboratory office at Tinker AFB. All dial gauges shall be a minimum 6" diameter. Digital gauges and displays shall have a minimum 0.5" tall display. All gauges shall be accurate to 0.5% or better. All flowmeters shall be accurate to 1% or better. C-3.1.3 Ozone depleting substances. Class I ozone depleting substances in accordance with section 602(a) of the Clean Air Act Amendments 1990, 42 USC 7671a(a) as implemented by 40 CFR 82 Protection of Stratospheric Ozone, shall not be contained within or used in manufacture of this item. C-3.1.4 Environmental protection. The machine shall meet all applicable Environmental Protection Agency (EPA) and OSHA restrictions for materials classified as hazardous to the environment in effect on the date of this contract. During the operation of the machine at its final location, the machine shall comply with all applicable EPA and OSHA regulations in effect on the date of this contract regulating the emission of materials hazardous to the environment. C-3.2 Control panels, instruments, and plates. Wording and numbers on control panels, instruments, and plates, shall be in the English language, permanently and legibly displayed in bold face characters on a contrasting background. C-3.3 Hour meter. The system shall be equipped with an hour meter to display accumulated operating time. The meter shall be the non-resetting type and shall have a range of 0 to 99,999 hours in increments of one hour maximum. Upon reaching the maximum accumulative hours, the meter readout shall automatically revert to zero and continue to totalize time The meter shall be sealed to prevent the entrance of dust and moisture and shall be mounted to withstand shock and vibration generated by the machine. C-3.4 Operating environment. The machine shall be capable of continuous, convenient, efficient, and safe operation in ambient conditions of 60 to 115 degrees Fahrenheit and 10% to 90% relative humidity. C-3.5 Nameplates and product markings. All words on nameplates, lubrication charts, and instructions, shall be in the English language. Words shall be engraved, etched, embossed, or stamped in boldface letters on a contrasting background. C-3.6 Nameplate. A corrosion-resistant metal nameplate shall be securely attached to the machine. The nameplate shall contain the information listed below. The captions listed may be shortened or abbreviated, provided the entry for each caption is clear as to its identity. NOMENCLATURE MANUFACTURER'S NAME MANUFACTURER'S MODEL DESIGNATION MANUFACTURER'S SERIAL NUMBER DATE OF MANUFACTURE CONTRACT NUMBER or ORDERING NUMBER NATIONAL STOCK NUMBER (if applicable) C-3.7 Construction. The test stand shall include access doors where necessary for maintenance and repair. The test stand shall be fully enclosed when access doors are closed. C-3.8 Connections. The test stand shall be equipped to connect to the KC-135 Boom. Hoses shall be 25 ft. long C-3.8 Workmanship. Workmanship of the machine and accessories to be furnished shall be commensurate with the requirements of this specification and of such quality that denotes the performance of skilled and experienced personnel trained in the field of work performed. C-3.9 Extended Service. The warranty on the Hydraulic Test Stand shall be for a minimum period of one year after final testing and acceptance by Tinker AFB. C-4.0 QUALITY ASSURANCE C-4.1.1 Configuration Audit and Inspection. Prior to shipment of the machine, the contractor shall provide government personnel an opportunity to inspect the machine and witness testing. The testing performed at the factory shall include a demonstration of the machine capabilities, including flow and pressure requirements. C-4.1.2 Operational test. The machine shall be operated in accordance with the manufacturer's standard operating test procedure for warm-up and acceptance. The acceptance test shall include following the instructions provided in the operators manual to successfully perform tests on a KC-135 Refueling Boom. C-4.2 Personnel Training. The contractor shall provide instructor(s) who shall give full instructions to the designated personnel in adjustment, operation, maintenance, and calibration (including pertinent safety requirements). Each instructor shall be familiar with all parts of the equipment and shall be trained in operation and maintenance experience. Instruction shall be given immediately following government acceptance of the equipment for regular operation. Each training session shall be conducted at Tinker Air Force Base, OK, between the hours of 07:00am to 3:00 pm, Monday through Friday (excluding Federal holidays). Training shall familiarize the personnel with the adjustment, operation, maintenance, and calibration, including pertinent safety requirements of the equipment. All materials, manuals, tapes, data, etc. shall be contractor furnished and shall become the property of the government. Proposed training requirements shall be for a maximum of the following numbers and types of personnel. • Two mechanical engineers/engineering technicians • Two electrical/electronic technicians • Four operators • Two maintenance mechanics • Two calibration technicians C-5.0 DELIVERY PREPARATION. C-5.1 General. Preservation, packing and marking shall be in accordance with best commercial practices that protect the item from the elements during shipping and storage. Yellow packaging, packing, preservation, and marking in any form or manner are prohibited (unless deemed "radioactive materials") regardless of the method of preparation specified. The new contract specialist assigned to this procurement is Thomas Long NO RESPONSE IS REQUIRED BEFORE THE SOLICITATION POSTS. However, you may notify this agency that you have an "or equal" to the brand name test stand.
