Description

FORWARD DEPLOYED NAVAL FORCES (FDNF) ROTA, SHIP MAINTENANCE, REPAIR AND MODERNIZATION Synopsis The U.S. Navy Fleet has a requirement for non-dry docking maintenance, repair and modernization support for the four (4) DDG-51 Class Aegis Destroyers that will be homeported in Rota, Spain as part of the FDNF. The ships will require planning and execution, Chief of Naval Operations (CNO) Selected Restricted Availabilities (SRA) (Non-Dry Docking), and non-scheduled repair and alteration requirements between scheduled availabilities. The contractor shall provide the material, labor, equipment, support (electrical, crane, rigging, etc.) and facilities (except those provided by the Government) necessary for the accomplishment of the required ship maintenance, repair, planning, and ship alteration/modernization. The contractor shall also perform advanced and execution maintenance planning to ensure the maintenance and repairs are conducted in the most efficient and effective manner while prepping the production teams and conducting the required long lead time material and standard repair material acquisitions. This procurement will be solicited and awarded under full and open competition in accordance with FAR 6.1 using the policies and procedures of FAR Part 15 �Contracting by Negotiation �. The applicable NAICS code is 336611 with a small business size standard of 1,000 employees. The proposed acquisition will be a single award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with Award Fee provisions and cost reimbursement contract line items (CLINS) for materials, travel and Other Direct Costs (ODC). The period of performance for the resulting contract will be for one (1) twelve-month base period with six (6) twelve-month option periods. All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 09 October 2012. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FLCN will not issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any U.S. federal agency. Failure to self-certify may be grounds for the U.S. Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
