Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Newport Corporation, located at 1791 Deere Avenue, Irvine, CA 92606, to repair a defective laser component in an existing multi-photon laser-scanning microscope. The Unit on Neural Circuits and Adaptive Behaviors at the Genes, Cognition and Psychosis Program at NIMH requires repair to a laser that has become non-functional in a microscope currently in use at the Unit for Biological Imaging Studies. The normal power output of the laser has been reduced and refurbishment of the laser is needed to restore the normal output of power to enable microscopic imaging research. This laser is a key component of NIMH's existing multi-photon laser-scanning microscope (serial number 3123) previously purchased from the Newport Corporation. The laser for this microscope is solely manufactured in the Spectra-Physics division at Newport Corporation. Newport Corporation has access to proprietary knowledge and skills, and is the only known source that can satisfy agency requirements. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
