- THE PRODUCT DIRECTOR LIGHT TACTICAL VEHICLE (PD LTV) ON BEHALF OF THE PROGRAM EXECUTIVE OFFICE COMBAT SUPPORT AND COMBAT SERVICE SUPPORT (PEO CS&CSS) PLANS TO EXAMINE POTENTIAL SURVIVABILITY ENHANCEMENTS TO THE HIGH MOBILITY MULTI-WHEELED VEHICLE (HMMWV) EXPANDED CAPACITY VEHICLE (ECV) M1151 ARMAMENTS CARRIER CHASSIS. THIS PROJECT WILL BE REFERRED TO AS THE MODERNIZED ECV - SURVIVABILITY (MECV-S). TO ACCOMPLISH THIS, THE ARMY CONTRACTING COMMAND ? WARREN (ACC-WRN) WILL CONDUCT A FULL AND OPEN COMPETITION, PURSUANT TO SOURCE SELECTION PROCEDURES (REFERRED TO AT FAR 15.101-1), AND TEST UP TO SIX PROPOSED VEHICLE SOLUTIONS. THE TOTAL BUDGET FOR CONTRACT AWARDS IS APPROXIMATELY $12.9M. PROPOSALS WILL BE DUE APPROXIMATELY 30 DAYS AFTER RELEASE OF THE RFP (W56HZV-12-R-0501), EXPECTED TO BE RELEASED 1ST QUARTER OF FISCAL YEAR 13. THE ANTICIPATED AWARD IS 3RD QUARTER OF FISCAL YEAR 13. EACH RESEARCH DEVELOPMENT TEST AND EVALUATION CONTRACT AWARD WILL BE FOR TWO EACH ARMORED ROLLING CHASSIS? AND 1 COMPLETE SET OF COMPUTER AIDED DESIGN (CAD) MODELS. FOLLOWING CONTRACT AWARD, THE CONTRACTOR WILL BE PROVIDED PHYSICAL SETS OF GOVERNMENT FURNISHED EQUIPMENT (GFE) COMPONENTS. THE FIRST ARMORED ROLLING CHASSIS WILL BE DUE AT ABERDEEN TEST CENTER (ATC) 60 DAYS AFTER CONTRACT AWARD, AND THE SECOND ARMORED ROLLING CHASSIS WILL BE DUE AT ATC 90 DAYS AFTER CONTRACT AWARD. THE GOVERNMENT WILL ASSESS TECHNICAL SOLUTIONS WHICH WILL ADDRESS CURRENT AND FUTURE THREATS BY MAKING SYSTEMATIC IMPROVEMENTS TO TACTICAL VEHICLES THROUGH INCREASED CREW PROTECTION AND VEHICLE SURVIVABILITY AT A MAXIMUM GROSS VEHICLE WEIGHT (GVW) OF 18,500 LBS. THE MECV-S PROGRAM REQUIRES EFFECTIVE FORCE PROTECTION AND ITS SOLE FOCUS IS IMPROVING THE SURVIVABILITY OF THE CREW THROUGH SCALABLE ARMOR. AS SUCH, OFFERORS WILL NEED TO OBTAIN ACCESS TO A CLASSIFIED ATTACHMENT (ANNEX A, BALLISTIC REQUIREMENTS FOR THE MECV-S (SECRET)) TO THE MECV-S SOLICITATION CONTAINING THRESHOLD AND OBJECTIVE BALLISTIC REQUIREMENTS IN ORDER TO PREPARE A COMPLETE PROPOSAL. ALL RESPONSIBLE SOURCES MAY SUBMIT A PROPOSAL WHICH SHALL BE CONSIDERED BY THE AGENCY. THIS IS A PRE-SOLICITATION NOTICE, OTHERWISE KNOWN AS A SYNOPSIS (SUMMARY). THE SOLICITATION PERTAINING TO THIS NOTICE WILL NOT BE AVAILABLE UNTIL AT LEAST 15 DAYS FROM THE DATE OF THIS NOTICE. CONTRACTORS SHOULD NOT CALL THE BUYER SEEKING THE SOLICITATION AS IT WILL NOT BE AVAILABLE UNTIL POSTED TO THE WEB.
