Description

DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 08, VA Caribbean Healthcare System, San Juan Puerto Rico. This is a request for other than full competition for installation and programming of all C-Cure System Program for the Ceiba Outpatient Clinic. The Purchase Request number assigned to this procurement is 672-12-4-503-0191. 2.Nature and/or Description of the Action Being Processed: This action will be awarded as a new contract for the installation of all CAT6A structured Cabling for the CCTV and Access Controls at the New Ceiba Outpatient Clinic to include the testing and certification of all cables installed at this new building. Including the access readers, alarm systems, surveillance cameras, motion detectors, emergency exit push bars, glass break detectors, alarm panel and magnetic contact doors. This is a request for a Firm-Fixed-Price contract. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The period of performance is for (6) six months from September 03, 2012 until February 28, 2013. The anticipated price to the Government is based on an estimated amount of $4,240.16. R2 Communications Group will install, test and certified all the CAT6A installation at the mentioned areas. This is to provide all the security measures required on VA Handbook 0730-2 and VA Handbook 6500. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g), as implemented by FAR 6.302. ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): "R2 Communications Group will provide the installation of all CAT6A cabling at VACHS and Clinics. Only one responsible source (FAR 6.302.1) R2 Communication Group will install the required Cable at the mentioned areas. " Accordingly R2 Communications Group is the only firm capable of providing the supplies and services described in Section III above without the Veteran's Health Administration jeopardizing the functionality of the CCTV and Access Control equipment after installation. " R2 Communications Group are presently responsible for the installation and maintenance of all CAT6A cable already in place at the VA Caribbean Healthcare System (VACHS). " There were at least One (1) Small Businesses under NAICS code 238210 with the properly certifications. R2 Communications Group are Veterans Owned Small Business (VOSB) but were not verified by VetBitz Vendor information. " The justification should indicate that the use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. " Accordingly, R2 Communications Group is the only company certified to provide the supplies and services described in Section III above without the Veteran's Health Administration experiencing any loss of warranties on the work to be perform or to any other cable installation done prior this procurement by R2 Communications Group. 6.Description of efforts made to ensure that offers are solicited from as many potential sources as deemed practicable: Not other Certified organization is available. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated price to the Government is based on an estimated amount of $ 4,240.16 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: R2 Communication is the company that installed all CAT6A cable systems presently working at VACHS and Outpatient Clinics and offices outside VACHS. They also have the contract and provide the maintenance for all surveillance and Physical Access Control Systems at VACHS. R2 Communications Group has all the qualifications for the installation and operation of the CAT6A cable located at VACHS in San Juan Puerto Rico. This is to avoid double money cost/charges by two different companies one installing the equipment and not having the proper cabling certifications causing warranty loss of the original CAT6A cabling prior installed by R2 Communication Group. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: This system is necessary in order to comply with VA Handbook 6500 Physical Security Design Manual for VA Facilities and VA Handbook 0730-2, Security and Law Enforcement 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: "See Section VI above." 11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: There are no competition barriers at this time as stated in section 5, third paragraph. 12.
