Description
SF-18 The U.S. Department of Agriculture, Agricultural Research Service, Plant Physiology and Genetic Research Unit in Maricopa, Arizona has a requirement for a Crop Circle Sensor Datalogger and GeoSCOUT GLS-400 Datalogger. Furnish and Delivery quantity one (1) Holland Scientific GeoScout GLS-400 Datalogger. Brand Name or Equal - Unit must be equal to or better. New equipment only; no refurbished equipment. Specifications: Multispectral Active Light Plant Canopy Reflectance Sensor Required. Four field-portable plant canopy reflectance sensors are needed for simultaneously obtaining narrow-band spectral reflectances for at least three user-customizable wavelengths within the 0.4-0.9 micrometer spectral interval. The wavelength customization must be feasible by the user. The sensors need to operate in a tractor-mounted configuration and be fully functional in hot (up to 115 F) and dusty environments. Reflectance data from plants up to 2.0 m away from the sensor is required. Active light sensing is required. Data logging at 10Hz or better is required. Data logger, or loggers (if more than one required), must be able to log all 4 sensors simultaneously. Data logger must have sufficient memory to be capable of storing all data collected over a period of one hour at 10Hz. Data logger, or loggers, must provide a means for simultaneous logging of GPS-obtained location x,y positions at 1Hz or better. Data logger or loggers must provide means for data transfer to user-provided personal computer. ACS-470 Datalogger must include calibration equipment necessary to operate and maintain all four sensors. All contractors must be registered in SAMS. Shipping: FOB Destination. The following Federal Acquisition Regulation Clauses apply to this solicitation: 52.204-7 Central Contractor Registration (Feb 2012) 52.212.4 Contract Terms and Conditions-Commercial Items (Feb 2012) 52.212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2012) AGAR 452.209 - 70 Representation By Corporations Regarding An Unpaid Delinquent Tax Liability or A Felony Conviction (Deviation 2012-01) (FEB 2012) Vendor MUST send descriptive literature. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Governments's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response. The award shall be made to the lowest responsive- responsible offeror whose quote conforms to the solicitation will be most advantageous to the government per FAR 13.106-2. All potential offerors are reminded, in accordance with FAR 52.204-7 Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award (this system is now known as the System for Award Management (SAM) and can be accessed at https://www.sam.gov/portal/public/SAM/).
