Description
NASA/GSFC has a requirement for Micro Pulse Lidar System and Polarization Control Package. (1) Wavelength 532 nm, 2500 Hz PRF, 18 cm beam diameter, single channel photon counting detection, control electronics and data system package. Manuals and Operating Procedures. (2)Polarization Control Package includes electronic control of polarization state, and two-channel photon counting data acquisition. Item 2 must be ordered with Item 1. Instrument Description as followed. Laser Transmitter: 532 nm, diode-pumped solid state laser, frequency doubled Nd:YVO4, 2.5 kHz pulse repetition frequency, >25 uJ/pulse, M2 <1.2, 0.3 mm beam diameter, Windows control software interface. Transmitted beam 6-8 uJ/pulse, expanded to fill telescope aperture. Receiver: Cassegrain design, transmission >85%, clear aperture 178 mm or larger. Field of view 100 urad full angle nominal. Lidar Range Resolution: 5, 15, 30, 75 m selectable. Averaging time selection: 1 second to 15 minutes 59 seconds. Detection: Single channel photon counting for MPL Type 4 standard system. Data System and software: Photon counting and analog signal measurement for temperature and laser energy, MPL control and USB interface. Notebook computer included. Calibrated NIST traceable laser energy monitoring to 7% absolute accuracy. Power requirements: AC 120/240 V, 50/60 Hz, 5A. NASA/GSFC intends to purchase the items from Sigma Space, pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Sigma Space Corporation is the only manufacturer of the depolarization Micro Pulse Lidar (MPL). The depolarization MPL is based on the license they hold to sell commercial MPL products patented by NASA GSFC. The depolarization MPL from Sigma is the only commercial lidar that meets all of our procurement requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. Eastern Standard Time on September 27, 2012.Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
