- 13 Sep 12 Sources Sought - Cable Television Franchise The 628th Air Base Wing (ABW) and the 628th Contracting Squadron (628 CONS/LGCA) are currently seeking sources for a Franchise Agreement for Cable Television (CATV) Services at Joint Base Charleston - Air Base, SC. This is a Sources Sought Notice only. This is not a solicitation announcement. This announcement is for information and planning purposes only. It does not constitute a Request for Proposal and is not to be construed as a commitment by the Government. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. At a minimum, the contractor shall construct (if not yet constructed), install, operate and maintain a cable television system (not to include dish satellite) for the installation's Government buildings. The type of services required include, but are not limited to: basic cable channels, at least one premium cable channel (such as HBO, Showtime, etc.) for approximately 550 outlets and a Government Access Channel for broadcast of a Commanders Access Channel (both video and audio transmission) for distribution only to organizations and residents located on JB CHS-Air. The contractor shall provide as built drawings for all cable installations on base. Potential sources are informed that any resulting interest in providing base television cable services will be processed in strict accordance with the Telecommunications Act of 1996 and The Cable Communications Policy Act as amended (47 U.S.C. 521). Any interested party shall document their willingness to comply with the conditions of the Telecommunications Act of 1996, Public Law 104-201, 47 U.S.C. 521 and the minimum requirements established above. In complying with the above acts, any potential sources may enter into a Franchise Agreement, Base Access Agreement, and a license to use real property in order to provide the minimum services required as referenced above. Potential sources must submit a written Statement of Capabilities (SOC) to this office. The SOC shall contain pertinent and specific information addressing their willingness to comply with all Acts referenced above and addressing each of the requirements outlined above as well as the Company's experience including an outline of previous CATV services rendered or being rendered within the past 3 years and relevant to the specific services of this effort including cable services provided and plans for future use. Any SOC not addressing all of the above requirements may be rejected for the purposes of making asset aside determinations. The SOC must be submitted no later than 1600 EST., 20 September 2012, and is limited to 25 pages in length. All responses shall include company size status under the North American Industry Classification System (NAICS) code identified below. Submit all responses to this notice to 628 CONS/LGCA, 101 E. Hill Blvd, Attn: William Harbison, JB CHS, SC 29404-5021. Vendors interested only in subcontracting possibilities, shall clearly indicate such an interest early in your submission. Initial award of any resultant contract is anticipated on or near 1 Oct 2012. Firms responding should indicate if they are a small business, an 8(a) firm, a historically black college or a university or a minority institution. The Government reserves the right to set this acquisition, or portions thereof, aside for small businesses, 8(a) firms, historically black colleges or universities, and minority institutions. For this proposed acquisition, the definitions in FAR 19.001 and small business size standard for NAICS Code 512510 (SIC 4841), size standard of Fifteen million dollars in average annual receipts apply. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer to request information, pose questions and voice concerns before the contracting the Ombudsman.
