- See attached JOFOC. This is a notice of the Government's intent to solicit, negotiate and award to only one source under the authority of FAR 6.302-1 & 10 U.S.C. 2304(c)(1). The source is T he Institute for Building Technology and Safety, INC. (IBTS); 45207 Research Place Suite 100 Ashburn, VA 20147, Business Size: Large, for the HUD Manufactured Housing Monitoring requirement. This requirement involves assistance with performing assessment inspections, monitoring and enforcement of the private and state agents of HUD responsible for oversight of design and construction of manufactured housing. HUD has established separate types of parallel and concurrent monitoring systems for this program. HUD monitors the (7) Design-Approval Primary Inspection Agencies (DAPIAs) for the designs they approve and the (16) In-plant Production Primary Inspection Agencies (IPIAs), to ensure that the construction of homes is in compliance with the Standards, and assesses the 38 States' Administrative Agencies(SAA) handling consumer complaints for satisfactory performance. This requirement addresses the principal tasks of the monitoring and inspection program, the monitoring of DAPIAs and IPIAs, and the performance assessments of the SAAs. Parties interested in future announcements shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above. Response(s) may be via email or on company letterhead: include company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID, business size, and solicitation number. This notice of intent is not a request for competitive proposals; however, all responses received by the closing date and time will be considered for future requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
