Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of small business firms capable of performing the services stated below. We are only seeking information from small businesses. Large businesses interested in this procurement should continually monitor the Federal Business Opportunities (FBO) web-site ( http://www.fbo.gov) as the solicitation would be posted on this site if issued. The Government has a need for a palletized Plasma Cutting Stations (PCS) to be utilized for the demilitarization of a variety of excess equipment as part of the disposal process. The Government intends to utilize this mobile plasma cutting unit by flying it to remote locations in Afghanistan to perform on-site demilitarization wherever the need is located. •1. The PCS base shall not exceed 100 inches x 80 inches. Total weight on of each palletized station with components will not exceed 7,500 lbs. and shall not have a height greater than 74 inches. All pallet mounted components, to include the plasma cutters, air compressor, and power components will be positioned for easy accessibility for operation, servicing, replacement and repair. All components shall be able to be removed and replaced with no special equipment (tools) or personnel. Components that require fuel or other fluids need to have tank/cap easily accessible to the operator. Each palletized station shall contain the following components: PCS BASE PALLET will be designed with fork pockets to be lifted/moved by a forklift with appropriate sized fork tines. The PCS shall be capable of being moved without any other special equipment other than a forklift. The PCS base shall not exceed 100 inches x 80 inches. Two (2) Each - PLASMA CUTTERS - Plasma units shall be ESAB ESP-150; ESAB Part# 0558002677 and ESAB Part #36559 - Torch, PT-26, 90 deg. The plasma cutters are a 150 Ampere/Minimum at 60 hertz. Plasma cutters must incorporate a Glycol cooling system. Plasma cutters shall include a 50 foot reach air/power torch cable with torch head assembly and all accessories to enable operation; One Each - GENERATOR. The mounted generator will be sized to adequately power 2 each 150 amp plasma cutters and the air compressor. Generator will have an internal fuel tank (Diesel fuel only), be enclosed in an all-weather resistance shelter/housing that is ventilated during operation. (Capacity to support two plasma cutters & compressor tank); One Each - AIR COMPRESSOR with TANK designed to support a minimum of two 150 amp plasma cutters per a.2) above. One Each - CENTRAL CONTROL PANEL SYSTEM with a pre-wired control panel with quick change plugs for power and air components. All components must be plug-and-play, not requiring a mechanic to install for operations; and One Each - Storage Compartment for hoses, plasma expendables, and miscellaneous hand tools. Mobility & Transport : The PCS will be a functional turn-key pallet-mounted Plasma Cutting system designed for in-and-around movement for daily outdoor operation in a harsh environment. All components must be secured in placed for transport and operations. The PCS base must not exceed 100 inches by 80 inches. The PCS must be able to fit within, and be secured to, an Air Force Standard Pallet (size 88" long by 108"). The following information is required for responding to this request in response to this sources sought. 1. Identify small business type, e.g. service disabled, 8(a), hub zone. 2. Information on any similar commercial off the shelf products currently available. 3. Provide a statement of capabilities to perform this type of work; should include detailed technical expertise information, experience / expertise and / or other informational literature demonstrating the direct ability to design and build the above stated piece of equipment. Interested parties may submit the above information for satisfying this requirement to the contract person below. This announcement is not a request for competitive quotes / proposals. All information shall be submitted via e-mail to matthew.wonch@dla.mil. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Statement of capability in the form of website hyperlinks will not be accepted. No telephone requests will be honored. All in formation provided will become the property of DLA Disposition Services and will not be returned. Responses are requested no later than 09/28/2012 at 4:30 p.m. EST.
