Description
Sources Sought Synopsis for Afghanistan ATCT equipment SOURCES SOUGHT SYNOPSIS Air Traffic Control Tower (ATCT) Equipment Shindand Air Base, Afghanistan FMS Case H5-D-QAA 1. This is not a solicitation, but rather a Sources Sought Synopsis announcement for equipment and service requirements necessary to provide Air Traffic Control Tower (ATCT) equipment at Shindand Airbase (AB), Afghanistan in accordance with North Atlantic Treaty Organization (NATO) Air Training Command-Afghanistan's (NATC-A) campaign plan to grow the Afghan Air Force (AAF) and stand up an autonomous AAF capability. Shindand AB, Afghanistan is home to the AAF's organic pilot training capability. Currently, coalition forces are operating a temporary ATCT capability at Shindand AB. To successfully transition the mission of training pilots to the AAF, a permanent ATCT capability must be installed. 2. The United States Air Force, Life Cycle Management Center, Aerospace Management Systems Division, Foreign Military Sales Branch (AFLCMC/HBAN) is seeking sources and information in support of market research being conducted to provide for ATCT Equipment requirements necessary for the design, procurement, delivery, installation, integration, and testing of all necessary ATCT equipment at Shindand AB, Afghanistan to help successfully transition the mission of training pilots to the AAF. All ATCT equipment shall be installed in a new tower facility being designed and construction under a separate contract. This effort does not provide for a new tower or tower construction. 3. Interested companies shall submit information that identifies the equipment requirements necessary to deliver one (1) set of ATCT consoles with 5 positions, one (1) Voice Communications and Control Switch (VCSS) system with Digital Voice Recorder (DVR), two (2) High Ambient Light Radar Displays for the ATCT cab, one (1) Global Positioning Satellite (GPS) time display and distribution system, three (3) Ultra High Frequency (UHF) primary ATC radios, three (3) Very High Frequency (VHF) primary ATC radios, two (2) multi-channel, switchable radios, one (1) radio management and control workstation, one (1) VHF backup ATC radio w/manual tuning capabilities, one (1) UHF backup ATC radio w/manual tuning capabilities, two (2) Land Mobile Radio (LMR) systems, two (2) rechargeable light guns, one (1) Digital Automatic Terminal Information Service (D-ATIS) w/UHF Transmitter Radio, one (1) Aeronautical Fixed Telecommunication Network (AFTN) Terminal, one (1) Very Small Aperture Terminal (VSAT) Satellite equipment, Communications and data interface equipment as required, one (1) primary crash network voice switch and telephones that are separate from the VCSS system, one (1) building uninterruptable power supply (UPS), one (1) Local Area Network (LAN) switch, an ATCT rotating beacon, furniture (chairs, desks, etc) as required to support installed equipment, appropriate civil works and communication cables required for connectivity to all essential ATC circuits (approximately 1km distance), and any ancillary items of equipment required for the normal operation of the ATCT equipment. 4. A Site Survey will be required at Shindand AB, Afghanistan to determine optimum location for equipment location and installation and to define any necessary civil works. A Site Survey Report with these findings will be required. The USG will be responsible for performing any civil work/site infrastructure improvements as identified and in accordance with the Contractor-provided Site Survey Report. 5. The USG will be responsible for all transportation and shipping of the equipment from the manufacturing facilities to the designated end location in Afghanistan. The Contractor shall be responsible for labeling and packaging the equipment appropriate to the applicable mode of transportation (i.e. air shipment). 6. The Contractor will be required to provide on-site technical support and comprehensive follow-on Contractor Logistics Support (CLS) for the Shindand AB's Air Traffic Control and Landing System and Navigational Aids (ATCALS/NAVAIDS) Systems installed under Foreign Military Sales (FMS) Case G6-D-DAA as well as CLS for the ATCT Equipment mentioned above through FY14 following the completion of successful site acceptance tests. The on-site CLS will ensure the system's reliability is maintained at a level consistent with normal airport operations. CLS will include the operation of a maintenance/supply office at Shindand that will provide the level of support and response times for CLS necessary to ensure that overall system reliability is maintained for the duration of the CLS period. 7. A two (2) year manufacturer's warranty, operation and maintenance manuals, a supply of site-consumable spares, organization-level spares, spare modules/LRUs, and any necessary specialized test and/or calibration tools/equipment shall be provided with all inclusive systems. Measures shall be taken to protect all equipment against environmental effects such as rust and corrosion from conditions normally experienced in Afghanistan, such as humidity, fog, wind-born sand, high temperatures, and ultra-violet (UV) exposure from extended sunlight. Sufficient environmental controls shall be provided to ensure that the equipment is maintained within the operational temperature range. 8. If a firm believes that it is capable of meeting the Government's requirements as described above, it may identify interest and capabilities to the Contracting Officer listed below. Interested firms must provide their CAGE code and DUNS number. Further respondents must indicate their size of business pursuant to North American Industry Classification System (NAICS) Code: 334511 with a size standard of 750 employees. Respondents must also state if they are a Small Business, Small Disadvantage Business, Section 8(a) Small Business, Woman-owned Small Business, Service Disabled Veteran-owned Small Business or Historically Underutilized Business Zone (HubZone) Small Business. Include in your responses an indication of your commercial sales (if any) of this equipment to non-Government entities and whether information exists to support a Commercial item determination in accordance with the definition of a "Commercial Item" as stated in FAR 2.101 and the definition of "General Public" and "Non-Governmental Entities" as stated in DFARS 202.101. If the Government determines that a FAR Part 12 acquisition is appropriate for this requirement, published catalogue/price lists; brochures for equipment and parts; and/or commercial sales history may be required in any future solicitation." 9. The Government will consider and attempt to respond to all questions, but reserves the right not to respond. All answers to submitted questions will be posted on the FedBizOpps (FBO) website on a non-attribution basis. Questions and answers of a proprietary nature will be handled on a case-by-case basis. 10. This synopsis does not constitute an Invitation for Bid, Request for Quote, or Request for Proposal and is not to be construed as a commitment by the Government. This synopsis is for information and planning purposes only. The Government will not pay for either the effort or associated costs to respond, or for the information provided. 11. The responses shall not be more than ten (10) one-sided pages, 8.5"x11" paper, Courier type, 10 pitch with a minimum of one (1) inch margins; contractor format is acceptable. Product brochures and vendor marketing material may also be submitted in addition to the paper. It will not be counted as part of the ten (10) pages. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. Please submit responses via e-mail no later than 15 October 2012, 4:00 PM EST. Responses received after this date and time may not be reviewed. No phone responses will be accepted. All responses shall be unclassified and reviewed (prior to submission to the Government) to ensure that there are no operational sensitivities. 13. This is an advance notice for potential work for which funding has not yet been approved but is expected. 14. It is anticipated that AFLCMC/HBAN will host an Industry Day at Hanscom AFB, MA. Details and updates will be posted on the FedBizOpps (FBO) website. The format for the Industry Day will most likely have a general briefing in the morning, followed by one-on-one session(s) with industry partners who wish to have a meeting with the USG team.
