Description
THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of furnishing all labor, supervision, and parts, to include all equipment necessary to perform all work require under the proposed contract. The NAICS code is 561621 DESCRIPTION OF THE REQUIREMENT: BADGE READER ACCESS FOR THE CHARLIE NORWOOD VA MEDICAL CENTER, AUGUSTA, GA WORK STATEMENT PROJECT: 4A110 BADGE ACCESS SCOPE OF WORK: Contractor shall provide all material, labor, supervision, and parts to install (2) badge access control point for the 4TH Floor storage room (4A110). A set of electromagnetic locks shall be used to secure the doors. The lock power supply shall be mounted above the ceiling. 110 VAC and fire alarm tie-in to the lock power supply to be provided by others. All access control cabling shall be run to the 3rd floor control panel to connect to the existing open ports on the 8RP board. Where contractor penetrates walls, if there is no existing path, contractor shall seal penetrations using EZ-Path Fire Rated Pathway, or equivalent. All penetrations shall be sealed with NFPA approved firestop. REPORTING: For services performed during normal working hours, the contractor's technician is to report to the Electric shop supervisor (DD - Bruce Coogler at ext. 1755), to report/sign-in and obtain an identification badge, which shall be worn at all times while the technician is on station. After work is completed, the contractor's technician is to submit in writing, a complete report of services or repairs performed for each item of equipment and must include a listing of replacement parts, when applicable. The Electric shop supervisor, or his designee, must sign the service report before the technician leaves the facility. PERFORMANCE: All technicians working on the project shall be factory certified to install and program the GE Facility Commander system, and able to provide proof of certification upon request. Contractor shall comply with all requirements set forth by National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and The Joint Commission, to include NFPA 70: National Electric Code and NFPA 101: Life Safety Code. Further, the contractor shall follow safety precautions including the use of personal protective equipment (i.e. proper attire, masks, gloves, and eye protection). Contractor is to provide a plan for infection control, to be approved by the Charlie Norwood VA Medical Center Infection Control clinician. This includes consultation with Infection Control Preventionist to confirm that project related materials and activities do not affect infection control efforts intended to protect patients. Dust protection is required. Further, in the event that traffic may have to be blocked or redirected, contractor must obtain prior approval from VA Police and Safety offices. Further, before blocking fire exits, contractor must consult with Safety office to establish interim life safety measures (ILSM). The contractor is to clean up and leave the area of work ready for hospital business during the next day. There shall be no tools left unattended in the work area.
