Description
THIS IS A RECOMPETE OF SOLICITATION # SB1341-12-RQ-0749. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Andrea Parekh, Contract Specialist, with copy to Cheryl Rice, Contracting Officer. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is unrestricted and all vendors may quote.*** ***The National Institute of Standards and Technology is seeking to purchase a pulsed cold illumination source. ****All interested Contractor's shall provide a quote for the following: Line Item 0001: Quantity One (1) Pulsed Illumination Source. The systems must meet or exceed all of the minimum specifications identified herein. All equipment must be new. Used or remanufactured equipment will not be considered for award. The Contractor shall provide one (1) pulsed illumination source. The minimum technical requirements are: I. BACKGROUND INFORMATION The Surface and Microanalysis Science Division, part of NIST's Material Measurement Laboratory, serves as the Nation's Reference Laboratory for chemical metrology research, standards, and data to: (1) Characterize the spatial and temporal distribution of chemical species; and (2) Improve the accuracy, precision, sensitivity, selectivity, and applicability of surface, interface, microanalysis, and advanced isotope measurement techniques. We intend to utilize and adapt state-of-the-art inkjet dispense technologies to support emerging applications in digital manufacturing, especially those in flexible (non-silicon) electronics and microsensor fabrication. A critical barrier to the successful commercialization of such devices is control over the micro-scale placement of materials and the resulting morphology and functionality of the self-assembled structures. High-speed imaging is important for observing the interactions of droplets with surfaces and for understanding the rapid self-assembly of resulting structures. Illumination is critical to clear imaging, yet this illumination must not raise the temperature of the surface or impart related effects that change deposition conditions. We therefore require a high-intensity light source that may be pulsed and synchronized with droplet ejections and high-speed video that will avoid or minimize heating effects and provide illumination for capturing events occurring at nanosecond time scales. Modern pulsed lasers and LED arrays may be capable of providing the needed illumination. II. SCOPE OF WORK The Contractor shall provide one (1) pulsed illumination source. The minimum technical requirements are: Technical Requirements: 1. The illumination source must be compatible with an existing Photron APX RS (CMOS, B&W) high-speed camera running at 200K FPS. 2. The illumination source must be capable of delivering monochromatic incoherent light with a wavelength less than 760 nm to an area of about 2 square millimeters. 3. Pulse duration must be selectable between 1 microsecond and 100 nanoseconds. 4. During high duty cycle use (2 %) at a working distance of 6 inches or less, the illumination must not raise the temperature of a silicon surface 5 degrees Celsius above ambient room temperature. Other Requirements: 1. System shall include unlimited telephone support for questions regarding operation, and a one-year warranty. This warranty must cover non-consumable parts and factory repair, or travel/labor on-site as necessary within the warranty period. 2. System shall include a hardcopy and electronic copy of technical manual. The system will be performance tested to ensure that it meets all minimum requirements prior to acceptance. ***Delivery shall be provided not later than 90 days after receipt of an order. Delivery shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. *** Evaluation Criteria: Award shall be made to the Offeror that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, and clearly documents that the offered product meets the minimum specifications stated above. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) ***All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses all of the above line items; 2) An original and one (1) copy of the technical description and/or product literature; 3) Description of commercial warranty; 4) An original and one (1) copy of the most recent published price list(s), ***All quotes shall be received not later than 12:00 PM local time, on September 17, 2012, at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B125, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Andrea Parekh. Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist (Andrea G. Parekh) @ andrea.parekh@nist.gov. E-mailed quotes are acceptable. Faxed quotes will NOT be accepted. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Andrea Parekh, Contract Specialist on 301-975-6984.
