Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA): The Air Force Life Cycle Management Center, Cryptologic Systems Division, Contracting Branch, ALFLMC/HNCK, Lackland AFB, San Antonio, TX, intends to award on a sole source basis a firm-fixed-price contract for procurement of Single Channel Pre-Amplifier, from the original equipment manufacturer, Smartsat, 8222 118th Ave, Largo, FL 33773, Cage code: 04MW5. The proposed support acquisition will cover the following equipment: 47 each, Single Channel Pre-Amplifier, Part No: FPA-103. NSN: Not stock listed. This equipment is used in maintenance support. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Air Force's lack of complete specifications, schematics/drawings and parts precludes the use of Full and Open Competition procedures to satisfy this requirement. The Government intends to make an award by Sept 2012. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerrors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for consideration. IAW AFFARS 5352.201-9101, the ability to contact an Ombudsman, will be included in this acquisition's solicitation and contract. Those interested firms must indicate whether they are a large, small, and small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned.
