Description
The 10th Contracting Squadron, US Air Force Academy (USAFA) intends to award a sole source purchase order for two replay/controller units and live video production system to the Peak Media, Inc., 1393 S. Inca St., Denver, CO 80223. This procurement is for the acquisition of brand name/sole source commercial items using simplified acquisition procedures in accordance with Federal Acquisition Regulation Parts 12 and 13. The contract line items are as follows: • NewTek Replay Unit (model#3Play 425EDN with controller), WOMS #2012-00594. • Broadcast Pix live Video Production System (Granite 1000HD), WOMS #2012-00592. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-55, Effective 03 Jan 2012, Item III, Brand Name Specifications. The North American Industry Classification System Code [NAICS] is 334220 and the size standard is 750 employees. Brand Name/Sole Source Justification: This is procurement will fulfill a requirement of the USAFA Athletics Department's Video Production Department (ADIV) which is will set up production in both the Cadet Field House and Falcon Stadium. Both activities require two replay/controller units. ADIV also requires a Live Video Production System. Broadcast Pix and NewTek are the only known manufacturers able to fulfill this requirement. Both USAFA activities operate video production equipment compatible with Broadcast Pix and NewTek. Other brands are not compatible with the existing scoreboard systems at Falcon Stadium and Clune Arena as they could potentially cause production interruption and workflow delay. The suggested dealer of both Broadcast Pix and NewTek is Peak Media, Inc. This synopsis is for notification purposes only and THIS IS NOT A REQUEST for bids or proposals. DO NOT SUBMIT A QUOTE AT THIS TIME. This requirement is currently unfunded which may become funded on or about 30 September 2012. Any offerors believing they can meet the governments requirements for this acquisition have the burden and responsibility to provide documentation that substantiates their products are equal to or better by demonstrating their product, at a minimum, has the same capabilities of the sole source product. The offeror should provide an understandable comparison between the two services along with brochures, specifications, and any other useful information for government consideration. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a brand name or equal procurement can be conducted. A determination that equal services exist based on responses to this notice is solely within the discretion of the Government. Responses must be received 0800 am Mountain Time, 25 Sep 2012 at 10 CONS/ LGCB. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this synopsis. Contractors must have a current registration with the System for Award Management (SAM) www.sam.gov. The alternate POC is Robert Reyes, Contracting Officer, (719) 333-8267, robert.reyes@us.af.mil. 5352.201-9101 OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
