- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Aeros Aeronautical Systems Corp., 1734 Gage Road, Montebello, California, 90640 for shrapnel and fragment resistant Interfacial Debonding Energy Absorption (IDEA) panels and lightweight structural hybrid trusses. These products are based on mature technologies for portable protection materials which will allow for decreased construction time for barriers, TOC, sleep areas, mortar pits, towers for elevated Enhanced Sensors and/or remote control weapons, communications masts Aeros developed the program and built The IDEA System to provide a man portable panel that can be seamlessly integrated in a previously deployed Army shelter. The IDEA panels can be installed simply and easily without the use of tools or modifications to the shelter frame. The attachment system is designed to be effective, lightweight and assemble in minutes by one person. This system is incorporated directly into the panels, adding no modification to the existing structures. Structural towers are utilized to set-up a COP/PB and protect against threats. Aeros will provide a series of rugged mobile tactical, field deployable towers based on lightweight structural truss technology. The tower series is suitable for head-loads such as IO/ER, radar, remote weapons, lighting system, tactical HF wire antennas and VHF/ UHF omni directional antennas. On completion of the effort, Aeros will provide a new protective and tower technologies to enhance force protection and reduce the manpower burden associated with the set up and relocation of a COP/PB installation. The technology allows rapid construction with few soldiers and no additional equipment. The ERDC, in support of the DoD emphasis on programs that facilitate the rapid insertion of innovative technologies into military systems or programs that meet critical national security needs, requires the system developed by Aeros in support of the Army's TeCD 1A, Force Protection Basing. This program will feed into the Army's TeCD 1A, Force Protection- Basing which is one of the Army's top 10 focus areas for research and development and will address those critical national security needs specific to TeCD 1a objectives. The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2)(iii)(A). FAR part 15, negotiated procedures, will be used. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 12:00 PM CST, Thursday, 28 September 2012.
