- WORK STATEMENT PROJECT: Liquid Level Top-Off (10C mineral oil) SCOPE OF WORK: Contractor shall provide all material, labor and supplies required for Liquid Level Top-Off (10C mineral oil) of 6 each transformer identified as follows: "V-2RJH-1474GALLONS 317 "V-5RJH-1477GALLONS 317 "V-4RJG-1351GALLONS 210 "V-3RJH-1476GALLONS 317 "V1-ARJH-1475GALLONS 317 "V1-BRJH-1473GALLONS 317 The top-off includes. Contractor shall provide specialized equipment which provides for online top-off process. Contractor will also draw samples of the oil being introduced into the transformer to verify the oil qualities; testing includes following: "Moisture in Oil (Karl Fischer) ASTM D-1533B "Interfacial Tension ASTM D-971 "Specific Gravity ASTM D-1298 "Neutralization number ASTM D-974 "Color Number ASTM D-1500 "Visual Examination ASTM D-1524 "Dielectric Breakdown ASTM D-877 "Power Factor ASTM D-924 "Dissolved Gas Analysis ASTM D-3612 "PCB Also, work will include removal of hoses and fittings and securing of all valves, and removal and hauling off of any debris. At the conclusion of the process, to include testing of samples, the contractor will place PCB stickers on each unit. REPORTING: For services performed during normal working hours, the contractor's technician is to report to the Electric Shop Supervisor (Bruce Coogler ext. 1715), to report/sign-in and obtain an identification badge, which shall be worn at all times while the technician is on station. After work is completed, the contractor's technician(s) are to submit in writing, a complete report of services performed for each item of equipment. The Electric Shop Supervisor, or his designee, must sign the service report before the technician(s) leave the facility. PERFORMANCE: All work shall be performed by certified technicians in transformer maintenance and top off procedures with online service. Equipment used in the top-off shall be designed and certified for online top-off processes. Contractor shall comply with all requirements set forth by National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and The Joint Commission, to include NFPA 70: National Electric Code and NFPA 101: Life Safety Code. Further, the contractor shall follow safety precautions including the use of personal protective equipment (i.e. proper attire, masks, gloves, and eye protection). Contractor is to provide a plan for infection control, to be approved by the Charlie Norwood VA Medical Center Infection Control clinician. This includes consultation with Infection Control Preventionist to confirm that project related materials and activities do not affect infection control efforts intended to protect patients. Dust protection is required, including the use of tack pads at areas of egress. Further, contractor must obtain prior approval from Safety office before blocking fire exits. The contractor is to clean up and leave the area of work ready for hospital business during the next day. All tools shall be fully supervised by contractor technicians and fully secured when not in use. HOURS OF WORK: Work is to be performed during normal duty hours, 7:30am - 4:00pm.
