Description
The Department of Veterans Affairs, Network Contracting Office 9, Nashville, TN VA Medical Center intends to award on a sole source basis (IAW FAR 6.302-1) to Catalyst Learning Company, 310 W. Liberty Street, Suite 403, Louisville, KY 40202, 502-584-7337, as the only responsible source that can provide School At Work (SAW) 2.0 Renewal Site Fee, SAW 2.0 Student Packages, Expanding Your Career and Healthcare Opportunities (ECHO) 2.0 Renewal Fee and ECHO Student Packages for Educational Services at Alvin C. York Campus of the TVHC VAMC. The following are the essential characteristics of the SAW and ECHO licenses and student packages: The School at Work (SAW) is a six month career development system that will be delivered within the VA Tennessee Valley Healthcare System using a blended learning system: on-line coursework, DVD classroom sessions, and participant workbooks. Catalyst Learning Company, a workplace education and e-learning company, manages the program. The School at Work curriculum consists of two pillars: education and career development. Throughout the program, the students develop a Career and Learning Plan (CLP) that helps them identify and achieve personal career goals through self-assessments and other exercises. Students attend class two hours per week for twenty-two (22) weeks for a total of six months. ECHO is a proactive succession planning tool that can serve as an alternative to LEAD for deserving GS 5-8 employees when slots are filled. ECHO taps into the potential of mid-level employees and puts them on a nursing, clinical or management pathway. ECHO utilizes the same blended-learning delivery model as SAW, providing a healthcare-specific curriculum, with an emphasis on critical thinking, problem solving and advanced communications. The objective is to help students hone their knowledge and develop the confidence needed to enroll in degree or certification programs. Students also develop a customized Career and Learning Plan to guide advancement within the organization. ECHO students typically hold titles such as Patient Care Tech, Administrative Assistant, or Health Information Tech. They read at a near-college level and possess an intermediate level of computer proficiency. ECHO participants have access to CLC's Career and Learning Plan Center which lets them identify and achieve personal career goals through customized self-assessments, a job description database and videos, and other exercises. Based on the above information, the only technically acceptable learning system is the Catalyst Learning Company product. This acquisition is being conducted under simplified acquisition procedures. The following set-aside restrictions are applied: Small Business. The intended procurement will be classified under North American Industry Classification System (NAISC) 611710 with a Small Business Size Standard of $7 Million dollars. This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical date, including price, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
