Description
The Naval Air Systems Command (NAVAIR) intends to issue Delivery Order 0032 under Basic Ordering Agreement N00019-12-G-0006 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. The delivery order will require engineering support and the installation of thirty-one (31) BFT-1/NW Kits into V-22 Block C aircraft. Additionally, this delivery order will require the contractor to provide updates to various logistics support products (e.g., Logistics Supportability Analysis Report, Interactive Electronic Technical Manual, Structural Repair Data, Differences Training, etc) that are required in support of the incorporation of BFT I/NW and Mayer Mini Transmitter (MTX) equipment into V-22 Block C aircraft along with Video-enabled Cabin Situational Awareness Device (CSAD) with upgraded processor equipment on V-22 Block B and C aircraft. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
