- The Department of Justice, Justice Management Division, Antitrust Division, intends to renew, on a sole source basis, (1) a subscription for unlimited remote terminal access to "PROFESSIONAL" financial markets information services and (2) dedicated T1/E1 high-speed data transmission circuit from Bloomberg Finance L.P. for the period October 1, 2012 through September 30, 2013. This service includes a comprehensive financial markets information database; 24 hour global financial information network with real-time and historical securities pricing; analyses of financial markets and businesses; data normalization and accuracy; ad-hoc query capabilities; and report generation functionality. The services to be procured under this synopsis must conform with the following Section 508 Accessibility Standards: 1194.22 Web-based Intranet and Internet Information and Applications; 1194.31 Functional performance criteria; and 1194.41 Information, documentation, and support (see http://www.section508.gov). This combined synopsis/solicitation will be procured in accordance with FAR 12. Contractors must be fully and actively registered in the System for Award Management (SAM). SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM https://www.sam.gov/portal/public/SAM. FAR Clauses 52.212-4, Contract Terms, Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and 52.232-18 Availability of Funds are hereby incorporated by reference. All referenced FAR clauses may be copied at https://www.acquisition.gov/far/loadmainre.html. The NAICS for this requirement is 511199, size standard is 500 employees. Due to the proprietary nature of this product, Bloomberg Finance L.P. has been found to be the only known source to provide these subscriptions. Interested parties must submit a written proposal detailing product information that demonstrates ability to provide equivalent software functionality, services and support.
