Description
NASA/LARC has a requirement for 10 months of access and associated safety support for the investigation and infrasonic detection of wake vortices at Newport News Airport. NASA/LARC intends to purchase this support from PENINSULA AIRPORT COMMISSION doing business as Newport News / Williamsburg International Airport. As proposed and approved for the Aeronautics Research Mission Directorate Seedling fund study entitled Infrasonic Detection of Wake Vortices, NASA Langley will obtain runway access support services for investigation of aircraft vortices at Newport News International Airport. Newport News Airport operations and safety personnel will work with NASA researchers to determine safe location along the runway to acquire wake vortices data during aircraft take-off and landing. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on Sep 20, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
