SOURCES SOUGHT NOTICE (SSN) SUMMARY: REQUIREMENT: Senior Leadership Command, Control and Communications Systems Engineering Services (SLC3S ES) THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify small and large sources in the market. Request that prospective offerors complete and return a Capabilities Statement as described below to determine which contractors possess the capability, experience and financial ability to provide the security operations services. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. BACKGROUND: The mission of DISA SLC3S Branch (NSE42) is defined in Department of Defense (DoD) Directive (DODD) S-5100.44, Defense and National Leadership Command Capability (DNLCC), June 9, 2008 and DODD 4660.3, Secretary of Defense Communications, 29 April 1996. DODD 5100.44 directs DISA to serve as the DNLCC Architect and Systems Engineer and plan, develop, and support DNLCC modernization to ensure communications, interoperability, data and information integration, and shared and user-defined situational awareness with Military Department-managed systems. DODD 4660.3 states that the Assistant Secretary of Defense for Command, Control, Communications and Intelligence (now DoD Chief Information Office) shall: "5.1.3. Assign the Director, Defense Information Systems Agency (DISA), to: 5.1.3.1. Ensure that communications supporting the Secretary of Defense are interoperable with the communications of the President, Chairman of the Joint Chiefs of Staff, NMCS, Unified Combatant Commanders and other senior government leaders as appropriate. Provide input to Senior Leadership Travel Communications System (SLTCS which is the former name for SLC3S) communications planning and development of operational guidance and policy, monitor SLTCS network operational performance, identify system deficiencies and recommend corrective actions based on problem and performance trends. 5.1.3.2. Serve as the SLTCS engineer. As such, the Director, DISA, shall: 5.1.3.2.1. Provide for end-to-end system engineering of (DoD) common user and commercial systems supporting Secretary of Defense and Chairman of the Joint Chiefs of Staff communications and the engineering interface of these communications with the White House Communications Agency and elements of the NMCS and the Command Centers of the Unified Combatant Commanders. 5.1.3.2.2. Define a baseline communication system description and architecture for future enhancements. Provide appropriate terminal equipment recommendations based on that architecture to the Executive Management Board. 5.1.3.2.3. Define and coordinate, as necessary, for the implementation of a continuing test and evaluation program for identification and correction of unresolved communication system deficiencies. 5.1.3.3. Serve as SLTCS manager for supporting communications. As such, the Director, DISA, shall: 5.1.3.3.1. Coordinate activities of all DoD Components for SLTCS engineering and network management of Secretary of Defense Communications. 5.1.3.3.2. Serve as the focal point for SLTCS communications transport systems and the overall supporting SLTCS architecture." TASK OBJECTIVES: The primary objective of this requirement is to provide the operational engineering and maintenance support expertise and oversight to ensure that the baseline configuration, upgrades, integration, and test and evaluation of SLC3S assets and travel team components provide the President, Chairman of the Joint Chiefs of Staff, National Military Command System (NMCS), Unified Combatant Commanders and other senior government leaders with the necessary emergency messaging, situational awareness, crisis action, and operational capabilities to fulfill mission requirements. SCOPE: The scope of the SLC3S Engineering Services CND encompasses the full range of mission support functions required to support the national leadership and nuclear command and control airborne capabilities. This CND defines the capabilities determined to be necessary for DISA NSE42 to provide SLC3S Engineering support to the senior national and military leadership. Acquisition and operation of the SLC3S assets is outside the scope of this requirement. REQUEST FOR CAPABILITES STATEMENTS. Capability Needs The capabilities identified below provide engineering support to operate, maintain and modernize senior leader airborne and supporting terrestrial C3 capabilities. Based on an analysis of the future functional requirements of SLC3S, the technical assistance and system engineering support acquired must provide the following capabilities: Capability to Support Operation, Maintenance and Modernization of Existing SLC3S Assets: Provide engineering expertise on existing Senior Leadership fleet of aircraft, including internal aircraft networks, external supporting networks, operations, engineering, systems or applications. Provide global technical support to SLC3S community 24/7/365. Capability to Support SLC3S Full Spectrum RF Life Cycle Development Provide full spectrum life cycle engineering expertise on air to ground, air to air and satellite communications (SATCOM), telecommunications, systems and networks that include but not limited to: a) Development of requirements b) Systems Engineering c) Analysis of capabilities d) Development of prototypes e) Modernization f) Maintaining g) Sustainment Capability to Support SLC3S Engineering, Test and Evaluation (ET&E) Provide ET&E, independent verification and validation (IV&V) support to air to air and air to ground terrestrial and satellite communications and airborne systems testing to include ET&E, integration, (IV&V). Capability to Support SLC3S Migration to Wideband Communication Systems Provide engineering expertise on airborne wideband communication systems, including migration of legacy systems to wideband. Corporate Experience: Clearly describe your background, capability and experience providing and supporting mission communications systems as well as engineering, test and evaluation support as described above. If providing similar work performed in this area, please include the following information as part of your submission:  Who did your company provide the services to indicating whether they were DoD, Federal, State or Municipal Government, Education Institution, Commercial, etc.  Contract number or other identifying reference (if applicable)  Did you perform as the Prime or Sub contractor?  Period of Performance  Annual Dollar Value  Contract Type (Cost, Firm Fixed Price, Time & Materials, etc.) - if applicable  If you are a small business responding, do you plan to team or form a teaming partner to accomplish this work. If so, please indicate your intention. RESPONSES TO SS: All responses must not exceed 20 single spaced pages, 12-point type with at least a one-inch margin on an 8-1/2 x 11 inch paper. The responses should specifically describe the contractor's ability to meet the requirements outlined in the SS. Please include company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID and business size. Marketing Brochures will not be considered adequate information as a response to this SS. All small businesses to include Small Disadvantaged, HUBZone, Women-Owned and Service Disabled are strongly encouraged to submit their responses.
