- The VA Contracting Office, VISN 22 intends to negotiate a commercial FAR ( PART 12) Sole source procurement with University of California Los Angeles, located at 11000 Kinross Ave, Los Angeles, CA 90095. This Procurement is being conducted in accordance with FAR 6.302-1 only once responsible source and no other supplies or services will satisfy agency requirements. A justification for sole source has been prepared in support of this acquisition. This announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued. Request is RFQ VA-262-11-Q-1506. The North American Industry Classification System (NAICS) Code is 611310 and the small business size standard is considered, 7.0 M. The University of California Los Angeles is an affiliate partner of VA Greater Los Angeles. This request is for the Families OverComing Under Stress, (FOCUS) program, which is a resiliency-building program designed for military families and children facing the challenges of combat operational stress during wartime. The training program will provide training and ongoing consultation for VA clinicians as part of a national training effort supported by the VA Office of Mental Health Services. The VISN Mental Illness Research, Education & Clinical Center (MIRECC) has been commissioned to develop a strategy to meet the joint DoD/VA Strategic Action Plan 16, which requires the VA to develop a program to enhance Veteran family resilience in line with similar available DoD programs in order to offer a seamless transition in services when families move from active duty to Veteran status. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals received by 3:00 PM Pacific Standard Time August 28th, 2012. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No solicitation document exists and no telephone inquires shall be accepted.
