- Statement of Work Instructions to offerors: Submit technical proposals in 10 pages or less, exclusive of resumes or past performance information, using 12 pitch types, in Word 2007 or compatible format. Submit price proposal separately identifying any major cost elements or key labor categories. Technical proposals shall address the offeror's technical approach to the project, including methodology to accomplish the work, to include major milestones. The proposal shall address the management approach, discussing any risks and how they will be managed or mitigated. The proposal shall discuss the offeror's capability and experience in consulting on projects similar to this one. Lastly, the proposal shall address qualifications of and provide resumes for key personnel, including managers, facilitators or researchers. With regard to past performance, the proposal shall provide up to three recent past contracts dealing with similar consulting projects. Evaluation for award. Contract award will be made to the responsible offeror whose proposal, conforming to the requirements of the SOW, represents the best value to the Government, price and non-priced related factors considered. Technical capability is more important than past performance and the two non-price factors combined are approximately equal to price. MARAD may request offerors to provide an oral briefing after proposal submission during the week of September 10th. If conducted, the oral presentation will clarify the technical proposal and be considered and evaluated as part of the offeror's technical capability. Oral presentations will not be a forum for discussions. Submit proposal via email to individual listed in the shipping, proposals are to be submitted 1600 est September 5th. The government reserves the right to evaluate proposals and award a contract without discussions with offerrors (except clarifications as described FAR 15.306(a)). Therefore, the offerors initial proposal should contain the offerors best terms from a price and technical standpoint. This requirement is subject to the availability of funds
