Description
The Department of Veterans Affairs Network 23 Contracting Office, 708 South Third Street, Suite 200E, Minneapolis, MN, on behalf of Veterans Integrated Service Network (VISN) 23, issues this pre-solicitation notice for a potential Request for Proposal (RFP) for Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for construction, alterations, and repair of buildings, structures and other real property. Work planned for any resulting MATOC contract includes, but is not limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, and other related work. All work will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. This is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The small business size standard is $33.5 million. NAICS 236220 - Construction. Multiple individual contract awards are anticipated, to be awarded by state. The states included are: Minnesota, Iowa, Nebraska, South Dakota, and North Dakota. The precise number of awards to be made, by each state, will be detailed in any solicitation that follows this pre-solicitation notice. The anticipated contracts will consist of a Base Award Period of one (1) calendar year, with four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Funded project(s) will be used to evaluate the proposals and award of the projects is planned to the offeror(s) whose offer(s) represent best value to the Government. Complete evaluation factors will be detailed in any solicitation that follows this pre-solicitation notice. A pre-solicitation meeting to discuss the potential RFP and offer ideas to improve any resulting contract is scheduled for Friday, September 28 at 10:00 a.m. in the Network 23 Contracting Officer, 708 South Third Street, Minneapolis, MN 55415. Pre-registration for this meeting is mandatory. Only SDVOSB contractors may pre-register and attend. Pre-registered SDVOSBs may attend either in-person or via conference call. To pre-register, SDVOSB contractors shall submit a written request for the conference call phone number, via email, to: michael.reed1@va.gov not later than Thursday, September 27, 2012. Pre-registration, including the conference call phone number, will only be issued to SDVOSB companies that are verified in the Vet Biz database, in re-verification or in the official reconsideration process. Any subsequent solicitation will be posted not earlier than fifteen days following the posting of this pre-solicitation notice. The solicitation closing date will be not less than 30 days following any posting of the solicitation. Actual dates and times will be identified in the solicitation. All information concerning this pre-solicitation notice and any subsequent solicitation and award(s) will be electronically posted at the following web page: http://www.fbo.gov/. Service Disabled Veteran Owned Small Business (SDVOSB) must be verified, in re-verification or officially in reconsideration by the Center for Veterans Enterprises (CVE) at the time of submission of an offer and must be verified by CVE in order to be eligible for a contract award. See www.vip.vetbiz.gov for details. This pre-solicitation notice is not a request for proposals. Any related RFP is pending actual solicitation and will be posted to the FBO website.
