Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as an alternative if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to award a sole source Firm-Fixed-Price (FFP) Basic Ordering Agreement (BOA) to PTC Product & Service Advantage for software licenses and maintenance services. The requirement is as follows: (a) The software licenses included are: qty 1 upgrade to Creo Engr IV from Enterprise SE, qty 11 Upgrade to Greo Engr IV from enterprise XE, qty 12 Upgrade Creo Schematics Lite to Creo Schematics, qty 6 Upgrade RquirementsLink to Integrity, qty 4 Creo Engr II with adv Assembly, qty 1 Creo Interface for Unigraphics with ATB, qty 1 Creo Legacy Data Migration Extension, qty 1 Creo Computer Aided Verification Extension, qty 3 Creo View Validate for Model Based Design - Concurrent, qty 4 Windchill workgroup manager for Unigraphics, qty 4 Windchill Workgroup Manger for Autodesk Inventor, and qty 4 Windchill Workgroup Manger for AutoCAD (New Software). (b) Gold Maintenance Services through October 31, 2013 for the software licenses qty 1 Upgrade to Creo Engr IV from Enterprise SE, qty 11 Upgrade to Creo Engr IV from Enerprise XE, qty 1 6 Upgrade RequirementsLink to Integrity, qty 12 Upgrade Creo schematics Lite to Creo Schematics, qty 4 Creo Engr II with adv Assembly, qty 1 Creo Interface for Unigraphics with ATB, qty 1 Creo legacy Data migration Extension, qty 1 Creo computer Aided Verification Extension, qty 3 creo View Validate for Model Based Design, qty 4 Windchill Workgroup Manger for Unigraphics, qty 4 Windchill Workgroup Manger for autodesk Inventor, qty 4 Windchill workgroup Manger for AutoCAD. At its option, Customer may renew Gold Level Maintenance Services through October 31, 2014 for the software licenses. Provided Customer renews the Maintenance Services pursuant to the foregoing paragraph, Customer will have the option to renew Gold Level Maintenance Services through October 31, 2015 for the software licenses. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. The Contractor must be properly registered in the Government ™s Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at https:///www.bpn.gov/ccr/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. Inspection and Acceptance shall be at destination. All items shall be delivered electronically FOB destination. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 12 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Please reference the above solicitation number when responding to this notice.
