Description
THIS IS A COMBINED SYNOPSIS/ SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation number M0026312T0041 is issued as a request for proposal (RFP) using the commercial procedures in accordance with FAR Part 12 and Source Selection procedures in accordance FAR Subpart 15.3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 and DFARS Publication 20120615. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC 29905 intends to solicit and award a Firm Fixed Price contract for Commercial Padded Patrol Belts. The attached Statement of Work (SOW) defines the size, color, quantity and type of belt requested for a total of one thousand and five hundred (1,500) belts. This solicitation is issued for total small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 339999 and the small business size standard is 500 employees. A Nonmanufacturer Rule Class Waiver does not exist for this NAICS code. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026312T0041 attached to this synopsis. Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached SF1449. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government. Both price and other factors will be considered. The following factors shall be used to evaluate offers: Lowest Price Technically acceptable (LPTA). In addition, the successful offeror must also forward relevant past performances. The past performance evaluation shall consider the successful offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the customer s requirements. In addition to past performance references, the Government will also review other sources of performance data, such as the Past Performance Information Retrieval System (PPIRS). All Past Performance data shall be reviewed and the quality of usefulness will be determined as it applies to performance confidence. All responsible small business sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards. Any/all questions on this Request for Quote (RFQ) shall be received by the posted due date and time. DATE, TIME, AND PLACE OFFERS ARE DUE: The offeror is responsible for ensuring that all proposals are received in the Contracting Office no later than the posted due date and time.. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late in accordance with FAR 52.212-1(f). Electronic submission of the written proposal is authorized. Please send email to the primary point of contact and copy the secondary point of contact listed below. The written submission must arrive by the stated deadline in order for a proposal to be considered complete and to be evaluated. Failure of any portion of the proposal to arrive by the stated deadline will result in rejection of the entire proposal. Please call to ensure receipt.
