Description
This is a special notice of intent to procure additional maintenance and operations support for the Marine Animal Facility at the Pacific Regional Center, Ford Island, Pearl Harbor, Hawaii for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) on a sole source basis with Aaron Moriwake. An increase in on-site capability for specialized marine re-circulating seawater system support is immediately needed to insure the continuity of operations and transition to NOAA ownership of ten independent marine animal life support systems and eighty-seven thousand gallons of tank capacity. The North American Industry Classification System code is 811310. The provider has specialized knowledge and skills required to support the maintenance/operation of the facility, undergone background investigation, has access to the restricted naval installation at which the facility is located, completed customized training required to maintain this purpose-built marine animal facility, and contributed to documenting the standard operating procedures in use at the facility. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice of intent is not a request for competitive proposals. This notice is for information purposes only. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any source that believes it can supply the required services should respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements, within 6 days of the posting of this notice. Submissions are due no later than September 17, 2012 at 12:00 pm HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. Responses shall be faxed to Bonnie Oshiro (808-983-2900) or e-mail to Bonnie.Oshiro@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The Pacific Islands Fisheries Science Center requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line SAM. The SAM is the single source for vendor data for the federal government. Contractors should go on-line at www.sam.gov. Award will not be made to any contractor that is not registered in SAM.
