- U.S. DEPARTMENT OF VETERANS AFFAIRS (VA) ESTIMATED RELEASE OF THE SOLICITATION FOR OFFERS AND UPDATE TO ADVERTISEMENT FOR SITES FOR A LEASED PRIMARY CARE ANNEX AND PARKING GARAGE IN BIRMINGHAM, ALABAMA SOLICITATION # VA-101-11-RP-0164 ESTIMATED RELEASE OF SOLICITATION FOR OFFERS: The release of the Solicitation for Offers (SFO) for the new Primary Care Annex (PCA) and up to 2,300 parking spaces in Birmingham, Alabama, is now anticipated to be November 2012. VA is procuring the PCA and parking using the One-Step Method. This means that as part of their offer, offerors will present a site as well as an offer to construct the PCA and appurtenant parking, and lease it back to VA. UPDATE TO ADVERTISEMENT FOR SITES: The Department of Veterans Affairs (VA) is seeking to lease approximately 50,500 net usable square feet (NUSF) for use as a VA primary care annex (PCA), on a site that will satisfy VA's parking and physical security requirements. The space shall be provided by a build-to-suit building and may be located on up to four (4) contiguous floors from the ground up. No underground space will be considered. If multi-story space is offered, the space shall be contiguous and serviced by a sufficient number of elevators for VA's intended use. NUSF does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The space to be provided must have a floor live load capacity of not less than 100 pounds per square foot unreduced throughout. The proposed site must provide, at a minimum, 2,300 parking spaces adjacent to the building, which may be located in a parking structure. The building and parking area must be fully accessible, meeting all requirements of the Americans with Disabilities Act and the Uniform Federal Accessibility Standards. The building must comply with the Interagency Security Committee Security Design Criteria for New Federal Office Buildings and Major Modernization Projects as well as other security guidelines, which will be provided during the Solicitation for Offers process. The building must be Leadership in Energy and Environmental Design "Silver" certified for Health Care. The lease shall be up to twenty (20) years firm term. Delineated area: The delineated area is defined as follows: Within a one (1) mile radius of the Birmingham VA Medical Center, located at 700 South 19th Street, Birmingham, Alabama. Offerors who have already submitted a site for VA's consideration, and that site was approved by VA, need not respond to this advertisement. Offerors who have submitted a site, and that site was not approved, should not re-submit that site. Please note that sites that have not been previously submitted may be submitted as part of an Offeror's initial offer if they comply with the requirements stated above. However, VA will not view or tour any newly submitted sites prior to initial offers being evaluated. VA's broker for this requirement is Jones Lang LaSalle.
