- RFQ Solicitation N00421-12-T-0628 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on sole source basis with ALLIED DEFENSE INDUSTRIES, under the authority of FAR Part 12, FAR Part 13, FAR Part 52.219-6, and FAR 6.302-1. Allied is the only known source for this requirement. This tacho-generator assembly is embedded in a Crash Crane. The repair part is manufactured specifically by Rolls Royce. Rolls Royce maintains the proprietary rights to the Level III drawings. This tacho-generator must meet form, fit, and function in order to sustain the existing Crane structure and framework. Procurement of another unit is not cost effective and will require excessive cost and delays. It is pertinent to utilize the OEM parts to ensure full operating standards of the end item. The tacho-generator has met all testing standards and is the only approved part for federal restock. Offerors must be registered in the System for Award Management (SAM) formerly Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM/. Offerors must complete the certification 52.219-1 found in section K of the solicitation regarding small business status and return with proposal. See Attached RFQ Award is expected 30 September 2012. Interested persons may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 14 September 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
