- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W91ZLK-12-R-0043 for Environmental & Technical Support Services is attached. Note: This is a new effort, therefore there is no prior contract for these requirements. All questions must be submitted via email to Mali Ganvir, Contract Specialist, at malini.h.ganvir.civ@mail.mil by 12 p.m. Eastern Time, Wednesday, 12 September 2012. The following Questions were received in a timely manner. Answers are provided below each Question. Questions may have been modified to redact identifying information. To the extent multiple questions were received asking for the same or similar information, they are now consolidated for purposes of answering the questions. Q:Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number? A:This is a new effort; therefore there is no prior contract for these requirements. Q:I am in receipt of the subject solicitation which requires compliance the the Contractor Manpower Reporting Application. However, when I attempt to access information regarding this requirement at HHTPS://cmra.army.mil I get certificate errors and access is denied. Is this information, primarily the user guide, available on a public web site, e.g. does not begin with https ? A: This link should allow you to access the site: http://cmra.army.mil/ Q:Section 12.0, How does one obtain one of these? "Therefore, personnel supporting the contract must have an approved OASA (IE&E) background check, prior to initiating performance under the contract."Assuming this requirement is only applicable after award, but need to plan the time requirement into the critical path of the CMEII approach. A:If personnel have had a DoD Common Access Card (CAC) or worked with DoD and received a clearance before, it may only take 10 working days. If personnel are brand new to DoD, it may take 6 to 8 weeks as the external office that performs the review typically has a back log. Q: Reading through the solicitation, can I assume that current CCR registration and OCRA records are adequate for this solicitation? I read in the solicitation all the "The Firm__is/__ is not a...... certification which match the SBA Dynamic Small Business Search and CCR questions. Am I to print this solicitation and check the appropriate boxes and return with our proposal? or is the information contain in CCR and SBA adequate for this requirement? A:Please refer to FAR 52.212-3, the first paragraph immediately after the title, on page 24 of the Solicitation. Complete the sections as appropriate and submit it with the proposal. Q: I also read "(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);" is there a different electronic system for certifications and representations other than OCRA that are required? A:FAR 52.212-1(b)(8) refers to FAR 52.212-3(b). Please follow the instructions in FAR 52.212-3 to be in compliance with the clause section. Q: Is a word version of the solicitation document available? A:A word version is attached. NOTE TO OFFERORS: Vendors who are not registered in the System for Award Management (SAM), prior to award, will not be considered. SAM has replaced CCR, ORCA, and EPLS.
