- ACSQT RFI HSTS04-12-SSN-CT5513 I. INTRODUCTION The Transportation Security Administration (TSA) is issuing this Request for Information (RFI) to announce a redesigned Air Cargo Screening Qualification Test (ACSQT) process for original equipment manufacturers (OEMs) who wish to qualify their screening technology for use by regulated parties prior to conveying cargo aboard commercial passenger aircraft. Under the redesigned ACSQT process outlined in this RFI, OEMs may submit white papers for evaluation. This RFI (HSTS04-12-SSN-CT5513) replaces and supersedes the Broad Agency Announcement (BAA) HSTS04-09-BAA-ST2132, including Amendments 1-8. To help OEMs better understand the intent of this RFI and the information contained herein, the TSA will host an Industry Day via webinar on September 26, 2012 from 1:00 PM - 3:00 PM Eastern Standard Time (EST). Please refer to Section 9.0: Industry Day - Webinar for additional information regarding the Webinar. II. BACKGROUND As outlined in Public Law 110-53, 100% of all cargo transported aboard commercial passenger aircraft must be screened to a level of security commensurate with that of checked baggage. Air carriers, indirect air carriers, and freight forwarders who convey cargo aboard such aircraft are considered regulated parties and are responsible for implementing cargo screening procedures at their own expense using at least one of several TSA approved methods of inspection. Regulated parties who choose to use technology-based screening devices as their preferred method of inspection must obtain their screening devices from the TSA Air Cargo Screening Technology List (ACSTL). The current non-Sensitive Security Information (SSI) version of the ACSTL can be referenced at http://www.tsa.gov/assets/pdf/non_ssi_ACSTL.pdf. In order to establish a formal review process by which devices are selected for inclusion on the ACSTL, TSA established the ACSQT in March 2009. III. REQUEST FOR INFORMATION OBJECTIVES The objectives of this Request for Information are to: • Provide OEMs with an overview of the redesigned ACSQT, including the review process, evaluation methods, and testing format • Announce technology categories eligible for evaluation under the redesigned ACSQT • Outline the submission requirements for each screening technology category
