Description
This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a sole source purchase order to Brain Vision, LLC, 2500 Gateway Centre Blvd, Suite 400, Morrisville, NC 27560 for the purchase of the BrainVision Analyzer 2.0 Professional fully featured EEG Software. The system is necessary to record EEG. The project is the first one aimed at studying the dynamic of information processing and cortical connectivity by using high resolution electroencephalogram (EEG), a non-invasive procedure whereby a spontaneous brain activity can be investigated. The study of EEG signals offers the advantage to corroborate the behavioral findings NIMH is gathering with cortical brain responses. The ultimate goal is to understand why some individuals are responsive to placebo manipulations with a placebo-induced pain benefit and others not at all (placebo non-responders). Investigating the temporal dynamic associated with the formation of placebo responses represents an important step forwards. EEG technique is essential for studying the dynamic of information processing and connectively between different cortical regions with a high temporal resolution. Studying both the cortical prefrontal spectral characteristics and the spatial of neural activity during the formation of placebo analgesia is essential for a complete understanding of placebo responses in the field of pain. Research findings prove that placebo and nocebo responses can be created though verbal suggestion, conditioning and observation of other's patients' outcomes. Brain Vision, LLC is the sole manufacturer of the BrainVision Analyzer 2.0. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request of competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
