- NASEMSO J and A The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), intends to issue a sole source contract to the National Association of State EMS Officials (NASEMSO), 201 Park Washington Court, Falls Church,VA 22046-4527 to assist in development of a consensus based and legally sound compact language. NAEMSO will be used to identify standards, requirements and metrics from an international group of EMS leaders and providers to inform and support the development of a DHS independent type paramedic that has the ability to function as a community health practitioner during a catastrophic event, international deployment, or in austere operational settings, by other than full and open competition, in accordance with 41 U.S.C. 253(c)(1) as implemented by Federal Acquisition (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is not a request for a proposal. A solicitation will not be issued and proposals will not be requested. The states' EMS offices have the exclusive authority to license EMS personnel to practice in their respective states, and in turn, the National Association of State EMS Officials (NASEMSO) is the only nationally representative organization of the state EMS offices. NAAEMSO has propose a system of self-regulation by the states through the use of interstate compacts whereby national policy can be put into place but remain flexible enough to change as change occurs inte EM industry, preserving state sovereignty and collective control. NASEMSO has proposed to demonstrate, at a national level, that systematic development and design of an interstate compact model will facilitate a robust and capable method of offering rapid, and in specified cases, immediate legal recognition to individuals properly licensed in their states of origin under controlled circumstances. This effort would initiate a twenty (20) month process to develop a model interstate compact for states' legislative use to solve the problem associated with day-to-day emergency deployment of EMS personnel across state boundaries. NASEMSO is the exclusive national-level organization that has membership of al states and territories that oversee EMS systems. To that end, NASENSO will be instrumental in assisting with other medical first responder initiatives. This project anticipates support in the form of process guidance, and legal and technical assistance from the Council of State Government(CSG) through its National Center for Interstate Compacts (NCIC). This effort shall be coordinated closely with the National Governor's Association, the National Council of State Legislatures, the Federal Interagency Committee on EMS (FICEMS), the National EMS Advisory Council (NEMSAC), all federal agencies that employ EMS personnel, and other interagency initiatives. A re-compete of the services would result in a significant time loss, would be more costly, and not in the Governments best interest not to award a sole source contract to NASEMSO. A redacted copy of the justification prepared for this procurement is included with this notice pursuant to the requirements of FAR 5.102(a)(6). Based on the aforementioned facts and the statutory authority at FAR 6.302-1, the Government intends to award a single non-competitive contract to NASEMSO for this project after XXX.
