Description
The Department of Interior, Bureau of Reclamation, Pacific Northwest Region, has a need to acquire operation and maintenance services from the Idaho Department of Fish and Game (IDFG). The services are needed to develop new wildlife habitat areas to mitigate the loss of existing wildlife habitat. Reclamation and IDFG worked together to establish the Tex Creek Wildlife Management Area (WMA) above the Ririe Reservoir in Idaho to replace wildlife habitat lost due to the reservoirs behind the Ririe and Teton dams. The two agencies combined public and private land in the Tex Creek area creating a wildlife reserve of about 15,000 acres. Through an agreement with Reclamation, the U.S. Army Corps of Engineers transferred an area about six miles west of Rexburg to IDFG for establishment of the Cartier Slough WMA. These two wildlife areas are commonly referred to as either the "Teton Mitigation Areas", the "mitigation areas", or the "mitigation lands". Reclamation requires the continued development, maintenance, study of wildlife, and management of the WMAs. IDFG is the agency responsible for wildlife management in the State of Idaho. Therefore, Pursuant to the authority found at Federal Acquisition Regulation part 6.302 (www.acquisition.gov/far) Reclamation intends to award a sole source contract to IDFG for continued management of the WMAs. The contract will be for a base year and four one-year option periods. The estimate value of the contract is $1.2 million. The NAICS code is 924120, Administration of Conservation Program. There is not a small business size standard associated with this sector as the services are usually performed by Federal or State Government agencies. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
