- This is a NOTICE OF INTENT TO AWARD A HUBZONE SOLE SOURCE CONTRACT utilizing Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items. This will be an acquisition under the statute 6.302-5 -- Authorized or Required by Statute authority of the HUBZone Act of 1997. The Mission Installation Contracting Command, Fort Bragg has a requirement to procure and install 2,039 each MDL laser scan engines to upgrade Opticon OPL9728 and 1,644 each Opticon OPL9728 to be replaced in their entirety. The laser scan engine is an integrated component of the Opticon OPL9728 Data Collector which is significantly used by soldiers to scan their CAC cards at the dining facilities on Fort Bragg, NC. The inability to read CAC cards will have a negative impact to the integrity, security, manpower, and computer systems currently in use on Fort Bragg. The intended delivery date is thirty days (30) after Notice to Proceed (NTP) November 1st, 2012. The Government intends to award a Firm-Fixed Price (FFP) HUBZone sole source contract to Resco Defense Inc., 1100 Wicomico Street, Suite 320, Baltimore, MD 21230. This firm is the sole developer/manufacturer /distributor of the product and no other certified HUBZone businesses can satisfy the Governments requirement. The associated North America Industry Classification System (NAICS) Code is 335999 "All Other Miscellaneous Electrical Equipment and Component Manufacturing "and the Business Size Standard is 500 people. All responses received within three (3) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, September, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for this as well as any future procurements.
