- Market Research and Request for Information For Aircraft Survivability, Force Protection, and Self-Defense 1. This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to award a contract or acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. Respondents will not be entitled to payment for any direct or indirect costs that are incurred in response to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided in response to this RFI may be used by the Air Force in developing Acquisition Strategies, Statement(s) of work/Statement(s) of Objectives, and Performance-Based Specification(s). 2. Description: This is an RFI only. This RFI by the Air Force seeks industry feedback on aircraft survivability, force protection, and self-defense capabilities and approaches that are currently available (commercial-off-the-shelf (COTS)) or mature developmental technologies. 3. The Government is requesting contractors provide information in the form of a white paper which is sufficient to demonstrate that the contractor has or can develop and provide aircraft survivability, force protection, and self-defense capabilities. Interested respondents are requested to submit a summary of capabilities. Also include business structure information such as company name, Cage Code, corporate mailing address, company size, past performance information, in-house capability versus outside resources (i.e. subcontractors), level of current facility security clearance (FCL), and pertinent points of contact. 4. Submission of classified, proprietary, and other sensitive information shall be marked and identified with disposition instructions. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Submitted material will not be returned. 5. Material shall be submitted in either Microsoft Word or Adobe PDF format. Responses must be limited to sixteen (16) pages, with 1-inch margins and twelve (12) point Arial or Times New Roman font. The page limit includes cover page and any figures and/or tables. All respondents must submit two (2), single-sided copies of their submissions and a CD ROM that includes all submitted material. All material, including document cover pages and CD ROMs shall be clearly labeled with the appropriate title and the point of contact identified in Paragraph 8 of this RFI. 6. All Submissions must be post marked by 5 October 2012. 7. Responses may be received up to or including the collateral SECRET level. Any classified material must be sent via U.S. Postal Service registered mail. All classified material shall be prepared in accordance with DoD 5200.1-R, C7.2. Classified material shall be enclosed in two opaque, sealed envelopes, wrappings, or containers, durable enough to properly protect material from accidental exposure and facilitate detection of tampering. Documents should be packaged so that classified text is not in direct contact with the inner envelope or container (e.g., fold so that classified material faces together). Do not place a classification marking or any other unusual marks on the outer envelope or container that might invite special attention to the fact that the contents are classified. 8. All submissions, to include the outer envelope on classified submissions, shall show the complete return address of the respondent and shall be addressed to: AFLCMC/PK OL-Hanscom Attn: Security Office - RFI 20121005 Bldg 1604 16 Eglin Street Hanscom AFB, MA 01731-2107 For classified submissions, the inner envelope shall show the address of the receiving activity, the address of the sender, the highest classification of the contents (including any special markings), and any applicable special instructions.
