- Prospective Task Order structure for the Test Mission Advisory Services (TMAS) program The Air Force Test Center (AFTC) is soliciting responses through this Request for Information (RFI) for work on a planned competitive acquisition entitled Test Mission Advisory Services (TMAS). The TMAS contract will provide for non-personal Advisory and Assistance Services (A&AS) to fully support Aerospace Research, Development, Test, Acquisition, and Evaluation (RDTA&E) activities at AFTC: Edwards AFB, Eglin AFB, Arnold AFB, and other alliance partners. TMAS embraces strategic and enterprise-wide concepts by making services available in support of interrelated and joint RDTA&E efforts for partner and alliance units such as, but not limited to; Air Force Life Cycle Management Center (AFLCMC) Eglin AFB, Western Test Range Partners (Nevada Test and Training Range (NTTR), Utah Test and Training Range (UTTR) and Electronic Combat Range (ECR)), System Program Offices (SPOs), Air Force Operational Test and Evaluation Center (AFOTEC), Science and Technology (S&T) Communities, Defense Advanced Research Projects Agency (DARPA), and National Aeronautical Space Administration (NASA). An enterprise-wide approach provides, in terms of benefits, the ability to expand and create new relationships in pursuit of shared developments in new technical areas, (e.g. directed energy and unmanned aerial vehicles (UAVs)), and maximize synergies, efficiencies, and interoperability, within and between these units to fully support systems from concept to combat. The TMAS program will focus on both engineering and non-engineering program support, to include; systems engineering, program management, electronic warfare, acquisition, information management, logistics, environmental management, financial management, and acquisition security management. It will also provide advice and assistance in the development, testing, acquisition, and sustainment of integrated flight test, air-delivered munitions, range support, and other areas as needed. It will be the primary source for satisfying A&AS requirements as defined in Federal Acquisition Regulation (FAR) 2.101, Definitions, as supplemented. The government is seeking additional information from small businesses to aid in the acquisition planning for this requirement. Small Businesses interested in this opportunity may decide to partner/team with other businesses in order to meet the requirements of the acquisition.
