- Justification for Sole Source The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm-fixed price contract with AOS, Inc., Dallas, TX, under Request for Quote (RFQ) RFQ-2250122648. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. AOS Inc. is to provide secure, high-speed, broadband in-flight data services to operate with existing FBI equipment. Based on market research through other Federal Agencies and internet research it has been determined that the FBI's requirement for these AOS SkyPipe can only be provided by AOS, Inc. because they are the sole providers of the service. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 AM, EST, Tuesday, September 18, 2012, to the attention of Mr. David L. Marmo, Contracting Officer, via E-mail at David.Marmo@ic.fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 517410. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Part 12. Telephone requests will not be accepted.
